Summary
Join the NATO Communication and Information Agency (NCIA) as a Ballistic Missile Defence (BMD) Curriculum Developer. This on-site position, primarily based in either Oeiras, Portugal or The Hague, Netherlands, with occasional remote work and travel, focuses on developing and updating BMD training materials. You will collaborate with operational users, conduct training needs analyses, and align courses with NATO standards. The contract runs from March 2025 to December 2025, with a possible extension to March 2026. A NATO Secret security clearance is required. The role involves close collaboration with the NCIA BMD Programme Office and requires extensive experience in NATO BMD missions and curriculum development.
Requirements
- Extensive knowledge, involvement and service in NATO BMD mission and strong network in the NATO BMD community. Must have been previously involved in BMD Operational User Group (OUG) activities, either as an active member or a chairman
- Demonstrable experience with developing BMD curriculum for NATO. Must have previously developed for BMD programme following artefacts: Individual Training Views (ITV) and Logical Individual Training Viewpoints (LITV), Training Needs Analysis, Course Control Documentation I, II and III
- Experience with developing training curricula and/or training programs, including course materials for technical training in the BMD domain
- Experience with development of technical documentation, training materials and instructional aids, specifically for the BMD domain
- Extensive experience working with NCIA, NCI Academy, ACT, SHAPE and other NCS HQs in relation with NATO BMD Programme
- Extensive knowledge of and practical user experience with NATO BMD BMC3I systems (ACCS, AirC2IS, TOPFAS, NCOP, Intel FS, JEMM), air defence weapon systems, sensors and communications, and current NATO C4ISR systems like NATO ICC
- Extensive experience with capturing BMD system requirements and business/operational workflows
- Candidate must have the nationality of one of the NATO nations
- Excellent command of spoken and written English
- Must hold a valid NATO Secret Security Clearance
Responsibilities
- Review current NATO BMD related standards, directives, policies and standard operating procedures; provide analysis results to the BMD curriculum development
- Collaborate with BMD operational users to collect information for BMD Curriculum and suggest content to the NCIA project team
- Conduct Training Needs Analysis (TNA) and develop course materials for the systems in the BMD Programme in cooperation the relevant stakeholders (operators, project teams, academy staff)
- Support NCIA with expert opinions at BMD Curriculum related venues such as IAMD Annual Discipline Conference
- Align and adapt BMD courses with the BMD CONEMP by creating links or adding references to the CONEMP from within course materials
- Provide BMD subject matter knowledge to the NCIA project team
- Produce 2025 Quarter 1 engagement and activity report about the BMD curriculum. This report includes status of deliverables as they are maintained in the project collaboration portal
- Produce 2025 Quarter 2 engagement and activity report about the BMD curriculum. This report includes status of deliverables as they are maintained in the project collaboration portal
- Produce 2025 Quarter 3 engagement and activity report about the BMD curriculum. This report includes status of deliverables as they are maintained in the project collaboration portal
- Produce 2025 Quarter 4 engagement and activity report about the BMD curriculum. This report includes status of deliverables as they are maintained in the project collaboration portal
- Participate in project activities as directed by the NCIA project manager
- Perform operational analysis of NATO BMD related directives, policies and standard operating procedures
- Provide the result of the analysis to the BMD curriculum development team
- Collaborate as much as needed with NATO BMD operational community in order to collect information for BMD Curriculum and to confirm expert training product, such as, Individual Training Views (ITV) and Logical Individual Training Viewpoints (LITV)
- Participate and present BMD Curriculum at the operational headquarters, operational user group and any other specialized meetings according to the project plan
- Collect feedback on completed parts of BMD curriculum from operational community
- Produce 2026 Quarter 1 engagement and activity report about the BMD curriculum. This report includes status of deliverables as they are maintained in the project collaboration portal
- Participate in a kick-off meeting within one working week after the signing of this contract
- Provide and discuss a plan for delivering the services under this statement of work
- Provide email minutes containing decisions and actions decided during the meeting
- Participate in regular status meetings, either in-person (where possible) or via electronic means using Conference Call capabilities
- Initiate these meetings and provide email minutes containing at least decisions and actions decided during the meeting
- Follow all general rules, terms and conditions as applicable for working in the NCI Academy, Oeiras, Portugal or NCIA, The Hague, The Netherlands
Preferred Qualifications
- Experience with producing Capability Packages for (Theatre) Missile Defence Capabilities
- Prior experience of working in an international environment comprising both military and civilian elements
- Knowledge of NATO responsibilities and organization, including ACO and ACT
