Summary

Tidal Basin is expanding its Federal Disaster Recovery Cadre for individuals willing to help communities in need following natural or man-made disasters. The position involves deploying to disaster sites and assisting FEMA with the Public Assistance Program. Responsibilities include various engineering roles such as Site Inspector, PDMG, Technical Specialist, Cost Estimator, and 406 Mitigation Specialist. Skills required include proficiency in Microsoft Office, use of measuring tools, ability to learn FEMA systems, oral and written communication skills, and relevant education and experience.

Requirements

  • Candidates must be willing and able to deploy up to 100% to disaster sites, obtain/maintain/transfer a DHS/FEMA Clearance and badge, and provide their own personal safety gear and measuring equipment
  • All candidates are required to pass FEMA security training, Grants Manager training, and either a PDMG or Site Inspector training class
  • Mid-Level candidates require 5+ years’ experience as a Civil or Structural Engineer, an undergraduate degree in Civil or Structural Engineering, and a current Professional Engineer (P.E.) license (optional). Prior experience working FEMA Public Assistance is preferred
  • Senior candidates require 10+ years’ experience as a Civil Engineer, an undergraduate (or higher) degree in Civil engineering, a current Professional Engineer (P.E.) license, and 2 to 3 deployments on FEMA PA Projects or 2 years’ experience on one FEMA PA deployment

Responsibilities

  • Site Inspectors inspect damaged facilities and determine the extent of damage, fill out a Site Inspection Report (SIR), capture Essential Elements of Information (EEI), and understand concepts of volume
  • PDMG delivers the Public Assistance Program, assists eligible applicants and sub-applicants, manages diverse stakeholders, facilitates meetings, reviews documents for program compliance, describes PA Program and Process to stakeholders, translates policies into layman’s terms
  • Technical Specialists provide technical expertise to FEMA for various tasks or efforts
  • Cost Estimators estimate cost to rebuild or replace facilities damaged during a disaster
  • 406 Mitigation Specialists advise stakeholders on mitigation strategies, create cost estimates, create Benefit Cost Analysis (BCA), and write 406 Mitigation proposals
