Summary
Join the California Independent System Operator (ISO) as a Lead Tariff Compliance Analyst! Under the direction of the Manager, you will be accountable for ISO Tariff and FERC regulatory compliance processes. You will design, develop, and implement compliance programs, conduct assessments and investigations, and ensure the maintenance of compliance data. This role involves root cause analysis, risk assessment, and communication with regulators and senior leadership. You will also lead training efforts, manage events, and facilitate meetings. The position offers a hybrid or fully remote work capacity and relocation assistance.
Requirements
- A Bachelor's degree (BA, BS) or equivalent education, training or experience in Business, Legal, Communication, Information Management or related field
- Equivalent years of education and training, plus six (6) or more years related experience
- Experience leading investigations, performing root cause analysis, documenting findings, and providing written reports
- Experience with regulatory law and ability to read and understand regulatory requirements
- Experience leading training efforts, managing events, and facilitating meetings
- Demonstrates fundamental management and leadership skills with the ability to work effectively in a team environment as a leader, facilitator and team member
- Ability to provide practical and feasible solutions to problems, keeping multiple conflicting considerations into account
- Excellent interpersonal, communication, and writing skills
- Excellent analytical skills, including the ability to effectively communicate complex technical materials and concepts in a non-technical manner
- Ability to handle a dynamic and changing work environment, and work independently
- Strong computer skills in Microsoft Office Suite
- Self-motivated, problem solving skills and the ability to influence others without direct authority
- Ability to learn in-house root cause analysis and compliance systems, as well as high proficiency with MS Excel
Responsibilities
- Design, develop, and implement programs and processes for tariff compliance
- Develop and administer the internal compliance program, specifically as it relates to the ISO Tariff
- Conduct compliance assessments and investigations in partnership with Legal for all areas of regulatory compliance
- Perform quarterly follow-up on corrective actions and communicate results of investigations to regulators, senior leadership, and others on a need-to-know basis
- Ensure successful maintenance of tariff compliance ownership, risk, and requirements data
- Identify, develop, and gain approval to implement process improvements that mature the ISO’s tariff compliance posture
- Provide input on root-cause analysis, internal controls, and corrective actions
- Perform root cause analysis of near miss and potential compliance violations, including potential violations of federal or state laws and regulations, to identify internal control failure points and provide input on effective corrective actions to minimize the risk of recurrence
- Identify trends in order to develop common causes, raise awareness, and highlight training or education opportunities
- Communicate findings and recommendations to all levels of the organization, including management
- Identify opportunities to proactively control and mitigate root causes
- Perform risk assessments and monitoring controls
- Capture and analyze information to identify key risks and corresponding controls
- Document risk assessment and communicate findings and recommendations to management
- Test and evaluate controls to verify efficiency and effectiveness of operation, reliability of information and compliance with applicable laws and regulations
- Identify monitoring and testing issues, present findings to business partners, propose corrective actions, work with issue owners to track progress, and validate completed remediation
- Build and maintain excellent relationships with business partners and facilitate meetings regarding compliance issues as an objective third party
- Track activities and follow-up items and take proactive steps to ensure activities and tasks are complete
- Participate in the Compliance Communication Plan
- Identify opportunities to raise awareness of compliance obligations
- Deliver training to members of the company on compliance policies and procedures
- Develop and deploy engaging events that educate employees and foster a positive perception of compliance activities
- Write educational articles to raise awareness of compliance policies
- Provide guidance, set daily work assignment priorities for staff as directed by manager
- Identify staffing needs and mentor, coach and train staff to optimize the team
- Provide feedback to management regarding staff performance in support of the performance evaluation process
- May participate in department hiring activities such as interviewing and providing feedback on candidates' technical qualifications
- May function as a Department Manager and is accountable to Manager for actions taken in Manager's absence
- May be granted additional supervisory authority based on department needs and/or consistent with departmental succession planning
Preferred Qualifications
