Summary
Join IREX, a global development and education organization, as a MEL Coordinator/Deputy Center Manager for media projects in South, East, and South East Asia. Under the supervision of the regional Center Manager, you will coordinate with stakeholders to ensure quality safety trainings, trainings-of-trainers (ToT), and risk management support for media practitioners and human rights defenders. This part-time position prioritizes local nationals with experience in training coordination, emergency support, MEL, and regional media landscape knowledge. You will monitor project implementation, identify partners, provide technical leadership, conduct evaluations, develop M&E tools, and draft reports. The role involves mentoring partners, coordinating logistics, and supporting GESI initiatives.
Requirements
- Familiarity with holistic safety challenges and approaches for journalists, media, and human rights defenders
- Demonstrated experience in leading project Monitoring, Evaluation and Learning efforts or strong background in data collection, analysis, and reporting
- Strong knowledge of the South, East, and South East Asia operating environment, especially as it relates to the media and civil society landscape
- Demonstrated experience in project coordination and implementation, including identifying and liaising with relevant partners and beneficiary groups
- Experience coordinating support to at risk groups
- Excellent interpersonal skills and ability to establish and maintain relationships with partners
- Experience in using data management systems and online survey software
- Analytical capability and experience writing reports and presenting key findings and recommendations in a clear and comprehensive manner
- Experience in designing, establishing and tailoring MEL tools and processes
- Ability to consistently provide high quality work through maintaining accuracy and attention to detail while meeting strict reporting deadlines
- Excellent communicator and mentor in face-to-face meetings as well as in remote/online settings and across different cultures
- Demonstrated ability to communicate professionally and provide high quality written reporting in English
- Strong writing and editing skills
- Valid passport and travel permission, for potential international travel
- Ability to work with minimal supervision and adapt to new program activity requirements and helping others to stay on track
- Expertise in gender equality and social inclusion
Responsibilities
- In coordination with the Center Manager, ensure that the project is implemented according to project plan through monitoring the outcomes of the ToTs and other activities
- In coordination with the Center Manager, identify partner and beneficiary groups through the use of regional networks
- With Center Manager, provide strategic and technical leadership and serve as a liaison between IREX and civil society partners, program beneficiaries, media and information stakeholders, other donors and implementers
- Conduct ongoing monitoring and evaluation of trainings, ToTs and other risk management support activities to address any deficiencies and ensure quality in implementation
- Create and implement exercises to test learning objectives, issue pre/post-tests to participants, and record and organize resulting information
- Based on findings and evidence, support program staff in developing strategies for program improvement
- Mentor and build capacity of partner organizations in developing efficient and impact-oriented M&E and reporting processes and practices
- Coordinate follow-ups with ToT recipients to ensure participants receive appropriate mentorship support as they train others
- Under the supervision of Center Manager, lead the process of tailoring content of activities and support curriculum development as needed
- Input and analyze participant survey responses into MEL database
- Develop and tailor M&E tools as needed
- Draft training, activity and periodic reports, analyzing results and trends within data for internal and external reporting purposes
- Provide data when required for the program’s Monitoring & Evaluation plan and any other monthly or quarterly reporting
- Assist Center Manager as directed to arrange logistics for program participants
- Coordinate, vet, and refer requests for technical risk assessment and risk mitigation assistance from journalists, media practitioners, and organizations, seeing the process through implementation and leading MEL data collection
- Support the program on gender equality and social inclusion (GESI) initiatives, including providing global team input and information and coordinating with GESI colleagues from other centers
- Other duties as assigned by the Center Manager and Program Director
Preferred Qualifications
- Experience conducting MEL for training and education projects
- Former training experience or demonstrated understanding of adult learning techniques
- Experience in training and mentoring people from different backgrounds in MEL
