Requirements

  • Must have a minimum of three (3) years of experience in understanding end-to-end product development cycles developing products; UX conducting market research; generating product requirements; determining product road maps and specifications, production timetables, and time-integrated plans for product introduction; and developing service to market strategies; and managing client service relations
  • Must possess a Bachelor’s degree from an accredited college or university
  • Successful completion of a bootcamp in a related field plus an additional year of experience may be substituted for the degree requirement. A copy of the degree must be provided upon request
  • Within the last five (5) years, must have a minimum two (2) years of experience, as a project manager on IT projects having a minimum one-time cost of five (5) million dollars
  • Within the last five (5) years, must have a minimum three (3) years of experience in developing use cases, scenarios, and workflow analysis to help create and validate business requirements
  • Within the last five (5) years, must have a minimum two (2) years of experience, performing business analysis on an IT project
  • Must have an active and valid Scrum Master Certification or Scrum Product Owner Certification. A copy of certificate must be provided upon request
  • Within the last five (5) years, must provide at least two (2) references from previous engagements of similar size, scope, and type of service
  • Within the last five (5) years, must have experience working with the Medicare/Medicaid/Medi-Cal program

Responsibilities

  • Complete new custom modules or applications as outlined for the recommended solution
  • Provide Digital Support Services to provide Agile development support and coordination across technical teams
  • Provide Program Support services to support legacy processes while redirected Program resources support newly developed systems
  • Oversee IV&V
  • Identify inefficiencies, implement best practices, and foster collaboration among stakeholders to ensure consistent processes
  • Improve data accuracy, facilitate better decision-making, and support long-term scalability by standardizing workflows
  • Engage with stakeholders to develop a complete understanding of current System processes and challenges to improving them
  • Assist clients to establish and prioritize OKR to improve current system processes
  • Discover and document opportunities for achieving OKR through business process re-engineering, current technology enhancements, and/or identifying new technology needs
  • Identify the affected programs, user types, and Happiest Path user journeys for internal and external participants in the current system processes
  • Understand and document the additional scenarios that any solutions would need to address and relative importance to OKR
  • Write proposals and document solution alternatives for the future state of the current system processes and best practices
  • Work with Clients technical teams to determine the scalable architecture for the alternative solutions; align the future state of current systems with Clients Enterprise Architecture and Infrastructure initiatives
  • Develop and present implementation plans and roadmaps to Clients executives for the future state of current systems
  • Work with health care plans, oversight agencies, and federal partners as necessary to secure support for proposals related to the future state of the current systems
  • Develop and maintain a clear product vision and roadmap that aligns with business goals and stakeholder priorities
  • Collaborate with a cross-functional team, including internal and external resources, and collaborate with other internal and external contractors and staff to gather requirements, manage expectations, and ensure alignment
  • Analyze business and technical requirements, prioritize them based on value and feasibility, and translate them into actionable deliverables
  • Guide development teams through planning, sprints, and releases, ensuring adherence to timelines and quality standards
  • Identify potential risks and dependencies, develop mitigation plans, and adapt strategies as needed to keep the project on track
  • Lead efforts to manage changes in scope, requirements, or timelines, while minimizing impact on project objectives
  • Identify inefficiencies in workflows or processes and implement solutions to enhance productivity and delivery speed
  • Monitor KPIs and project progress to evaluate the success of deliverables and ensure they meet quality standards and objectives
  • Ensure that the project adheres to industry standards, legal regulations, and organizational policies

Preferred Qualifications

  • Within the last five (5) years, at least two (2) years of experience working with Medi-Cal or Medicare information technology systems
  • Within the last five (5) years, a minimum experience of defining and managing a product vision and strategy based on customer and stakeholder needs and market research
  • Hold a current and valid Business Analyst’s certification or CBAP, through an accredited entity such as the International Institute of Business Analysis or the Project Management Institute. A copy of the certificate must be provided upon request
