Summary

Requirements
- Bachelor’s degree in Human Resources, Organizational Development, Business Administration, or a related field; Master’s degree preferred
- Minimum of 5 years in workforce development, talent management, or HR, with experience in program design and employee development
- Strong analytical, advisory, and organizational skills, with the ability to design initiatives that align with strategic goals
- Proficiency with HRIS, learning management systems (LMS), and data analysis tools
- Previously worked as a contractor or direct hire at USAID
- Experience hiring, managing or working with PSCs
- Experience with computer systems, including web-based applications, Microsoft Office 365
Responsibilities
- Develop and recommend workforce strategies that address current and future talent needs, aligning with organizational and project-specific objectives
- Design and advise on employee development programs, including training, upskilling, mentorship, and career growth opportunities to enhance workforce capabilities
- Propose and support retention strategies, such as recognition programs, career progression pathways, and internal mobility options to maintain a high level of employee satisfaction and retention
- Lead engagement initiatives, such as surveys, feedback sessions, and follow-up action plans to foster a positive, inclusive, and collaborative work environment
- Track and analyze key workforce metrics, providing actionable insights to leadership on turnover rates, engagement, and development program effectiveness
- Promote and integrate DEI best practices into workforce development initiatives, ensuring that all employees have access to growth opportunities
- Advise on budget allocation for workforce development programs, ensuring resources are efficiently directed to impactful initiatives
- Establish and maintain partnerships with educational institutions, workforce agencies, and training providers to support recruitment and employee development
Preferred Qualifications
- Experience advising on workforce development within government contracting or development sectors
- Certification in HR or workforce development, such as SHRM-SCP or CPTD (Certified Professional in Talent Development)
- Familiarity with DEI principles in workforce development
