Requirements
- 7+ years of business analysis experience, with at least 3 years in public sector procurement or contract management
- Demonstrated experience conducting root cause or post-mortem analysis on large, complex projects
- Strong understanding of government procurement processes, regulations, and contract lifecycle
- Experience with ERP, procurement systems, or large-scale digital transformation efforts in government or quasi-government entities
- Excellent communication, facilitation, and documentation skills
- Ability to synthesize complex data into actionable insights for both technical and non-technical audiences
Responsibilities
- Conduct in-depth root cause analysis on failed procurement and implementation projects within government agencies
- Review historical documentation, procurement processes, project governance, stakeholder engagement, and vendor performance
- Facilitate interviews, workshops, and information-gathering sessions with internal and external stakeholders
- Map and analyze end-to-end procurement and implementation workflows
- Identify patterns of failure or systemic issues (e.g., scope creep, misaligned expectations, inadequate planning or change management)
- Deliver findings in clear, executive-level reports with supporting data and actionable recommendations
- Support the design of remediation strategies, process improvements, or organizational change initiatives based on findings
Preferred Qualifications
- Prior experience working with or in state or federal agencies (e.g., departments of health, transportation, education)
- Certification in business analysis (CBAP), procurement (CPPB, CPPO), or project management (PMP, PRINCE2)
- Experience working in highly regulated environments with multiple stakeholders and compliance constraints
- Background in audit, risk, or quality assurance a plus
