Summary

Join IREX as a Long-Term Technical Advisor (LTTA) for the USAID-funded New Higher Education Capacity Development Activity in Lebanon, providing technical and strategic support to improve higher education system reform.

Requirements

  • Master’s degree in a relevant field or bachelor’s degree with 10 years of relevant experience
  • At least 12 years of experience with higher education initiatives and reform as well as local organizational capacity development
  • Prior experience working with donor funded initiatives in a leadership or technical advisory capacity
  • Relevant prior experience in the Middle East region required; prior experience in Lebanon strongly preferred
  • Recent experience and senior level contribution in current issues in higher education and workforce development e.g. international accreditation, employability, entrepreneurship, research and innovation
  • Demonstrated ability to support teams to plan strategically and creatively to meet program objectives on time and on budget in complex operating environments
  • Exceptional collaboration skills and proven track record in working effectivity with program teams, government officials, educators, and other relevant stakeholders to build consensus
  • Demonstrated excellence in oral and written communication skills and ability to make formal and informal presentations and to compose professional and analytic reports and program documents
  • Demonstrated technical expertise improving the performance of core functions by higher education institutions, including student-centered teaching and learning, research, and supporting effective and sustainable collaboration among higher education institutions, industry, and government stakeholders to improve teaching and learning, research, and innovation
  • Demonstrated technical experience in entrepreneurship programming and youth workforce development
  • Tangible results in building administrative and technical capacity of local organizations
  • Demonstrated success in establishing strong working relationships with higher education institutions, senior government officials, local educational organizations, industry, international donors, and other stakeholders
  • Excellent leadership and interpersonal skills
  • Advanced fluency in English required. Fluency in Arabic preferred

Responsibilities

  • Work with internal and external senior leaders on the program to provide strategic and technical advice aimed at improving the quality of higher education system reform
  • Provide technical advice to the Chief of Party to identify innovative, effective, and efficient resources, practices, and services that support the promotion of higher education system reform in Lebanon
  • Provide technical inputs into mobilization and technical deliverables, assessments and plans as applicable, which may include gathering and analyzing data, and supporting the creation of assessments, curricula, and learning materials
  • Provide technical guidance in design across program activities and advise on implementation of activities ensuring coordinated higher education institutional performance improvement and effective and sustainable collaboration among higher education institutions, industry, and government stakeholders to improve teaching and learning, research, and innovation
  • Support capacity development of local Lebanese organization(s) to enable their independent receipt of donor funding for higher education institution performance improvement activities
  • Develop and maintain effective working relationships with a wide range of key stakeholders including government officials, donors, implementers, private sector, civil society among others
