Requirements

  • Bachelor's degree in Business Administration, Information Systems, Computer Science, or related field
  • 7+ years of experience managing software development projects in government contracting environments
  • 5+ years demonstrated experience as a Business Analyst, including requirements gathering, process analysis, and stakeholder management
  • 3+ years working specifically with federal agencies or government contractors
  • Expert-level skills in business process analysis, requirements elicitation, and stakeholder management
  • Proven ability to create detailed business requirements documents, user stories, and acceptance criteria
  • Advanced experience in process mapping, workflow design, and business process improvement
  • Strong background in user experience design and information architecture for complex business applications
  • Experience with requirements management tools and methodologies (structured analysis, use cases, user story mapping)
  • Demonstrated expertise in facilitating requirements sessions with multiple stakeholder groups and building consensus around competing priorities
  • Proven track record of translating high-level business objectives into actionable development priorities when resources are constrained

Responsibilities

  • Lead comprehensive business analysis initiatives to translate complex federal agency business processes into detailed technical requirements and user stories
  • Conduct stakeholder interviews, process mapping, and gap analysis to identify automation and efficiency opportunities within government workflows
  • Create detailed functional specifications, process flow diagrams, and business requirements documents that bridge agency needs with technical solutions
  • Design user experience flows and information architectures that optimize government employee productivity and citizen services
  • Lead requirements validation sessions and facilitate consensus-building among diverse government stakeholders
  • Work closely with development teams to ensure business requirements are properly understood and implemented
  • Manage end-to-end delivery of enterprise software development projects, ensuring alignment with federal regulations and agency mission objectives
  • Coordinate implementation of integrations between various government systems and platforms
  • Oversee application development, enhancement projects, data migration initiatives, and workflow automation
  • Ensure compliance with federal SDLC requirements and government security protocols
  • Lead development teams through full software development lifecycle from requirements through deployment
  • Strong understanding of software development methodologies, technologies, and best practices
  • Proven ability to work effectively with development teams using various technology stacks
  • Serve as both Project Manager and Scrum Master, ensuring Agile/Kanban best practices align with federal contracting requirements and performance standards
  • Facilitate Agile ceremonies across distributed government and contractor development teams
  • Manage program-level dependencies, risks, and stakeholder communications across multiple concurrent software projects
  • Implement and optimize metrics-driven delivery processes that meet federal performance standards (95%+ user story completion, minimal post-deployment defects)
  • Remove impediments and foster collaboration between development teams and government stakeholders
  • Manage complex stakeholder ecosystems including multiple government agencies, departments, and contractor teams with competing priorities and objectives
  • Negotiate and prioritize resource allocation across concurrent projects when development team capacity is limited
  • Facilitate diplomatic resolution of conflicting requirements and timeline demands from different government offices or program areas
  • Lead executive briefings and provide strategic recommendations to senior government stakeholders on project prioritization and resource optimization
  • Build consensus among diverse stakeholder groups while maintaining project momentum and team productivity
  • Communicate trade-offs clearly to stakeholders when resource constraints require difficult prioritization decisions

Preferred Qualifications

  • Master's degree in Business Administration, Information Systems, or related field
  • Active Public Trust or Secret clearance
  • PMP, CBAP (Certified Business Analysis Professional), CSM, or equivalent certifications
  • Microsoft SharePoint administration, development, or Power Platform experience
  • Experience with low-code/no-code platforms (Appian, Mendix, Power Platform, etc.)
  • Experience with Executive Office of the President or other high-profile government agencies
  • Background in data analysis, reporting, and business intelligence tools
  • Proven track record in process improvement and digital transformation initiatives
  • Experience with user acceptance testing and quality assurance processes
  • Familiarity with various development frameworks (.NET, Java, Python, etc.)
  • Experience managing development teams in Agile/DevOps environments
