Requirements

  • 10+ years of post-qualification legal experience in telecommunications law
  • Qualified US Attorney
  • In-house, government or law firm experience advising in the telecommunications industry on development of compliance strategies, governance, and frameworks, ideally across multiple jurisdictions
  • Deep understanding and experience of telecom law practice and principles
  • Experience developing, evaluating, and maintaining programs that ensure products comply with laws, regulations, carrier contracts and requirements and industry standards
  • Experience with managing and owning projects and partnering effectively with cross-functional teams (both across the legal department and in the Business Unit)
  • Excellent written and verbal communication, time management, problem solving, investigative skills, attention to detail with the ability to be action-oriented
  • Demonstrated ability to work in a collaborative, fast-paced environment and make sound judgment under tight deadlines

Responsibilities

  • Serve as a trusted partner, and provide strategic, actionable guidance and legal advice, to senior leadership and cross-functional stakeholders on relevant legal and regulatory aspects of the business
  • Oversee and ensure compliance with telecom regulations, rules, carrier obligations and industry standards including providing legal advice to product and operations teams
  • Respond promptly to legal requests and questions from the business and other stakeholders, including at the executive level, summarizing, and communicating regulatory requirements in a clear, concise, succinct and business friendly way
  • Collaborate with the compliance function, policy and other legal colleagues on regulatory engagement strategy
  • Lead or Support internal and external regulatory meetings
  • Advise and support business unit leadership on the development, maintenance, and documentation of regulatory reporting requirements
  • Manage responses to regulatory communications, enforcement actions, and other government inquiries and consultations
  • Advise, influence, and coordinate the development of company views on telecommunications regulatory matters
  • Advise the business in market access and licensing activities
  • Identify key regulatory risks and opportunities and champion informed risk taking and innovation
  • Provide end-to-end analysis and support to ensure compliance in the countries where Twilio offers or intends to offer services
