Summary
The job is for a Program Manager responsible for overseeing data migration and software development efforts in a complex environment, ensuring synchronization of development efforts across multiple technical teams. The role requires project management, strategic direction, resource management, and strong communication skills.
Requirements
- Ability to execute strategy and deliverables, write, communicate, facilitate, and present cogently, to and/or for, all levels of industry audience, clients and internal staff and management
- Integrates all functions and activities necessary to perform the project/program to meet the customer requirements
- Plans and implements actions by the program/project team to define and implement technical baseline and meet quality requirements for project/program products and services
- Directs project team personnel, manages cost and schedule, ensures contract compliance, and serves as principal customer interface
- Organizes, directs, and manages contract operation support functions, involving multiple complex and inter-related project tasks
- Maintains and manages the client interface at the senior levels of the client organization
- Understanding of designing, deploying, and supporting enterprise level systems
- Understanding of design, development, and testing of functional modules in Java, J2EE technologies, C++ and design patterns, and databases
- Understanding Linux and Windows environments
- Understanding of using DevSecOps and Cloud technologies
Responsibilities
- Provide planning and coordination of development and deployment efforts across the program offices
- Report any negative impacts and provide a remediation plan to the Government lead and task order COR
- Oversee and manage teams that are performing analysis of the source code developed for complex systems
- Direct communications with government officials and all other stakeholders
Preferred Qualifications
- Experience with Agile methodology such as Scrum
- Graduate degree or equivalent experience
- Strong verbal and written communication skills
- Ability to interpret requirements and corresponding flows to develop code
- Ability to articulate technical viewpoints to team members and clients
- Must be a self-starter/self-reliant to define strategies and work collaboratively to harden/publish strategies
- Ability to work independently, take ownership of tasks and deliver high quality products and customer services
