Sub National Governance Consultant, Remote - United States

Summary

The consultant will work directly with IREX’s Director, Center for Applied Learning and Impact to review IREX's subnational/local governance experience and capabilities and position it for ongoing work in the future. The role is an at-will consultancy from August – December 2024 with up to 40 working days, including travel to an IREX country office as early as mid-August.

Requirements

• Bachelor's degree in international development, public policy, public financial management, participatory governance or related field. Master’s degree preferred
• Proven track record of working with or for local/subnational government, including experience in community development planning and using community-informed and inclusive approaches as a more sustainable way to support communities to achieve development and humanitarian outcomes at scale
• Experience working with NGOs, CSOs and development organizations
• Experience integrating subnational governance solutions related to digital transformation
• Excellent writing and drafting skills and experience co-creating sub national governance approaches and tools
• Research skills, including interviews, literature reviews and other data collection skills
• Strong analytical skills to analyze data and identify trends
• Strong collaboration and verbal communication skills
• Openness to change and the ability to receive/integrate feedback
• Outstanding communication, project management and organizational skills

Responsibilities

• Review IREX's current and past subnational governance programming (document review and interviews) and conduct literature review of subnational governance approaches and tools
• Support development of subnational governance products, including a packaged IREX approach and its associated methods and tools, and new and forward-looking practical tools
• Assess staffing needs and recommend job descriptions and scopes of work for high leverage positions and suggest additional technical tools and investments to support the IREX approach
