Join Tidal Basin as a highly experienced Emergency Management Subject Matter Expert (SME) to provide expert guidance and technical support in disaster recovery operations, focusing on FEMA Disaster Recovery Programs. This role demands extensive experience in federal disaster response and recovery frameworks and requires managing multiple tasks under tight deadlines. Collaboration with stakeholders to ensure FEMA compliance is crucial. Travel to client locations may be necessary to provide on-site support and expert guidance. The ideal candidate will possess strong understanding of FEMA's Public Assistance Program and Policy Guide, proficiency in engineering assessments, and excellent communication skills. A Bachelor's degree and 10+ years of relevant experience are required.
Requirements
- Strong understanding of FEMA’s Public Assistance Program & Policy Guide (PAPPG), hazard mitigation strategies, other relevant programs and grant regulations
- Proficiency in engineering assessments, cost estimating, and technical report writing
- Ability to work in high-pressure environments and provide rapid, data-driven decision-making
- High proficiency with Adobe Acrobat and Microsoft Office Suite applications, with the ability to quickly learn and utilize new software, programs, and video conferencing tools
- Strong verbal and written communication skills, capable of clearly conveying complex information to diverse stakeholders
- Must be self-motivated, responsible, confident, and committed to maintaining the highest levels of professionalism and integrity in all tasks including interactions with clients and staff
- Bachelor’s Degree is required with an Engineering degree preferred
- 10+ years of experience in emergency management and disaster recovery, with a focus on FEMA programs
- FEMA PA and Hazard Mitigation Grant Program expertise required
- Proven experience working with Federal, State, and Local Governments on disaster recovery
Responsibilities
- Engage and counsel clients on policies, procedures and best practices as it pertains to their grants
- Manage other TBG staff, if needed, and ensure they are engaged with clients
- Engage in the Exploratory Call and actively participate in the Recovery Scoping Meeting
- Attend and contribute to all Recovery Transition Meetings with applicants
- Provide specialized programmatic and technical assistance to applicants, focusing on Mitigation (406), insurance requirements, floodplain management, and other relevant areas
- Conduct comprehensive program reviews and project analyses to ensure compliance with FEMA PA Program guidelines and to optimize project outcomes
- Lead the development of federal grant applications (FEMA Project Worksheets) across all Categories of Work, ensuring accuracy and quality in damage descriptions, scope of work, cost estimates, and overall content
- Collect, analyze, organize, and summarize financial data to support grant applications and project validations
- Formulate both large and small projects, conducting validations to ensure compliance with FEMA standards and guidelines
- Assist in the preparation of change of scope requests, alternate project requests, or improved project requests, ensuring alignment with FEMA policies and optimizing project outcomes
- Apply an in-depth understanding of FEMA’s Public Assistance Program and Policy Guide to guide applicants through the entire grant process, including the use of Grants Portal
- Participate or lead in scheduling and conducting site inspections to assess and document disaster-related damages
- Manage financial closeout duties related to the FEMA PA Program, ensuring accurate and timely closure of projects
- Complete all required training and maintain up-to-date knowledge of FEMA PA Program policies, procedures, and best practices
- Must work onsite at the client’s designated location, if needed, providing hands-on support and expert guidance throughout the recovery process
Preferred Qualifications
Experience in project management or personnel/team management is preferred
Benefits
Pay Range: $65/hr. to $85/hr
