Summary
Join IREX in evaluating the School Based Civic Engagement for Reconciliation (SFR) program in Iraq. This evaluation will assess program activities, their impact on achieving project objectives, and provide recommendations for future improvements. The evaluation will cover program relevance, effectiveness, sustainability, inclusion, replicability, and unintended outcomes. The evaluator will use various data collection methods, including desk research and interviews with stakeholders. The project has a budget of up to $15,000, and travel to Iraq is required. The evaluation will be conducted between April 2025 and January 2026, not exceeding 32 days.
Requirements
- Possess extensive experience in conducting similar evaluations of education programs in conflict and post-conflict areas as well as cross-cutting sectors
- Demonstrate knowledge of strategic and operational management of education programs in conflict and post-conflict areas
- Demonstrate sound knowledge of evaluation and data-collection methods
- Be able to communicate effectively both orally and in writing
- Have previous proven working experience in similar contexts
- Possess process management skills, such as facilitation and interview skills
- Submit a proposal including a breakdown of costs
Responsibilities
- Conduct a systematic and objective assessment of the SFR program, its design, approach, implementation, and results
- Determine the relevance and fulfillment of objectives, developmental efficiency, effectiveness, outcomes, and sustainability
- Provide credible and useful information enabling the incorporation of lessons learned into the decision-making process of IREX, program partners, and DRL for future programming
- Conduct desk research covering project contractual documents, documents produced throughout the project, evidence of outcomes, and analysis of existing program MEL data
- Conduct interviews with beneficiaries, including SFR Master Trainers, educators, youth, parents, and IREX partners
- Adopt an evaluation methodology coherent with the participatory approach of the project
- Provide for meaningful involvement by project partners, beneficiaries, and other interested parties
- Analyze processes and dynamics generated by the project, their scope, and sustainability
- Submit an inception report detailing the methodology, work program, and timetable for the evaluation
- Submit a final report with a maximum extension of 30 pages, excluding annexes
Preferred Qualifications
Read, write, and speak fluently in Arabic
