Summary
Join IREX in conducting an impact study to assess the long-term outcomes of the UASP and evaluate its efficacy. The evaluation will use statistical matching or a rigorous quasi-experimental impact evaluation methodology to estimate the causal impact of the UASP on individual and system-level outcomes. The selected firm will develop an evaluation design, data collection plan, and tools, including surveys, interviews, and institutional data audits. They will also facilitate workshops, prepare a final report and presentation, and share a cleaned dataset. The project will run from August 2025 to March 1, 2026, with a budget of $50,000. The firm must demonstrate at least 7 years of experience in impact assessments and provide a reference list of at least 3 clients. The selection will be based on technical approach, experience, team qualifications, and price.
Requirements
- Demonstrate at least 7 years of previous experience working on impact assessments
- Provide a Reference List of at least 3 clients to include (Project Name, Size, Contact Name, Contact Number)
- Travel to a dissemination event in Africa in early September or late October 2025
Responsibilities
- Develop an evaluation design using statistical matching, or another rigorous quasi-experimental impact evaluation methodology
- Develop a data collection plan including plans for creating, piloting, and finalizing data collection tools, addressing ethical concerns around data collection, and plans to manage data collection and ensure data quality
- Manage all data collection and analysis related to this project in coordination with the UASP Program Team
- Prepare and facilitate at least 1 workshop with representatives from the IREX UASP Team and select alumni
- Prepare a final report including an executive summary, background and introduction, methodology, findings and analysis, conclusions and recommendations
- Present a summary of the report and its main findings to the team in a PowerPoint format
- Present the full draft report to the IREX-UASP Program Team
- Create and share a cleaned, de-identified raw dataset with the Program Team
- Provide a detailed technical approach outlining the methodology for how the evaluation will be conducted
- Include details of the steps the researcher/firm will take to establish a credible counterfactual group (as applicable)
- Provide a work plan with timelines for each task and deliverable, with work anticipated to begin the first week of July 2025 and conclude by March 1, 2026
- Factor in an in-person session with alumni in Africa during September or October of 2025
- Submit the final report draft and PowerPoint at least one month before the end of the project to allow time to receive and incorporate feedback
- Provide information on the qualifications and experience of the proposed team members
- Provide past performance to include information on similar evaluations conducted by the individual or firm
