Requirements
- Bachelor's Degree in Computer Science, Engineering, or a related field
- 10+ Years of experience working in the Management of digital transformation projects, or digital governance (with significant involvement in public administration initiatives)
- 3+ Years of experience leading digital transformation teams, including oversight of technical experts, planning and execution of strategic modernization plans in public institutions, implementation or supervision of government enterprise architecture, change management, or public sector reform
- 1+ Years of experience working with government interoperability systems and frameworks
- 1+ Years of experience working with civil registration systems, population registries, or digital identity projects
- 1+ Years of experience working in strategic planning and policy development (ability to formulate digital transformation strategies and align them with national policies, as well as manage risks in projects)
- 1+ Years of experience working in enterprise architecture governance (ability to oversee the alignment of technical architecture with strategic goals)
- 1+ Years of experience working in budget and financial management (ability to manage project budgets and optimize financial resources)
- Experience in similar projects in Latin American countries
- Advanced English Level is required for this role as you will work with US clients. Effective communication in English is essential to deliver the best solutions to our clients and expand your horizons
Responsibilities
- Act following the guidelines approved for the project by the Steering Committee and the Technical Committee within the framework of the European Union procedures
- Lead the strategic planning and implementation of the digital transformation initiatives of the Civil Registration System (REVFA)
- Provide expert advice on governance frameworks, digital identity solutions, and interoperability standards
- Develop and implement change management strategies to ensure the successful adoption of new systems
- Lead and facilitate project coordination meetings, providing strategic guidance and technical secretariat functions
- Prepare strategic proposals and policy recommendations for the Steering Committee
- Represent the project at high-level meetings with government officials and international stakeholders
- Prepare periodic and additional reports as required, including progress, risks, and implementation constraints
- Manage the necessary resources for the development of the deliverables outlined in this contract
- Monitor and supervise the activities executed by the experts hired under this contract
- Develop proposals for terms of reference (ToR) for short-term technical assistance under the contract
- Supervise and technically accompany the short-term technical assistance and the service providers
- Facilitate communication, collaboration, and efficiency between the technical assistance team, the different institutional teams, and all parties involved in the project
- Oversee and manage the risks, quality, and scope of the project by establishing and implementing a monitoring, supervision, and evaluation system
- Support the adaptation of the project to European standards, best practices, and relevant frameworks
- Support the coordination of the project with other cooperation initiatives of the European Union and other donors
