Summary

The job involves providing technical assistance for HMA recovery efforts after a natural disaster, writing sub-applications, developing proposals, creating tools and resources, coordinating on project eligibility reviews, monitoring HMA projects, analyzing complex problems, maintaining collaborative relationships, and deploying to client locations. The ideal candidate should have FEMA BCA experience with HMA grants, civil and environmental engineering knowledge, excellent interpersonal skills, and expertise in interpreting Mitigation Guidance, Policy, and Regulations.

Requirements

  • FEMA BCA experience working on HMA grants with an emphasis on complex projects, or equivalent experience commensurate with the ability to perform the necessary duties
  • Working knowledge of civil and environmental engineering principles
  • Understanding of eligibility, cost effectiveness and Environmental Historic Preservation compliance of Mitigation grants to assist sub applicants
  • Ability to work under pressure, within deadlines, maintain emotional self-control and take guidance from clients, project managers, VP (Vice President), and other executive leadership
  • Individuals shall possess excellent interpersonal and communication skills
  • Ability to write well, distill supporting information in scientific literature, and communicate technical issues to a wide audience
  • Expertise in interpreting Mitigation Guidance, Policy, and Regulations (Such as 44 CFR, 2CFR 200, HMA Guidance etc.)
  • 3 - 5 years of experience working with FEMA Hazard Mitigation Assistance Grants (HMGP, BRIC and FMA)
  • Bachelor’s degree in finance, accounting, engineering, or related field; if no degree, must have minimum of five (5) years of emergency management experience

Responsibilities

  • Provide technical assistance to support State and local governments in the HMA recovery efforts after a natural disaster
  • Write sub-applications for a wide variety of project types
  • Develop and implement proposals that improve the effectiveness, accountability, and timeliness of mitigation project delivery
  • Develop tools and resources to assist State/Local governments with program inquiries regarding FEMA HMA guidance and policy changes
  • Coordinate on 406 project eligibility reviews, scope of work and cost estimate development, and EHP compliance
  • Monitor the status and overall performance of HMA projects, including project scoping, project application development and review, project implementation, financial tracking and final project close-out
  • Analyze complex problems and develop and recommend solutions
  • Maintain collaborative working relationships with the client and other State agencies, local, and private sector partners
  • Independently plan and carry out a wide variety of tasks to participate in the planning and execution of the above duties
  • Deploy and work onsite at client locations for extended periods of time
  • Complete all required annual trainings as directed
  • Perform other duties as assigned to meet operational needs
