Summary
Join Chamberlain University as the Senior Director of Regulatory Affairs and ensure compliance with federal, state, and provincial laws and regulations across all divisions. Lead efforts to develop and influence regulatory policies impacting higher education. Oversee operational monitoring, risk assessment, and complaint analysis to maintain continuous operating approvals. Direct the Regulatory Quality Assurance team, develop and deliver compliance training, and engage with public policy organizations. Support merger and acquisition activities through compliance assessments. This role requires a Bachelor's degree (Master's preferred), 10+ years in a heavily regulated environment (ideally in post-secondary education), and strong understanding of federal Title IV regulations.
Requirements
- Bachelor's degree required; Master's degree preferred
- Minimum of 10 years in a heavily regulated environment, ideally within post-secondary education
- Strong understanding of federal Title IV regulations
- Excellent communication skills, both written and verbal
- Proven ability to balance multiple priorities and oversee the execution of complex processes
Responsibilities
- Collaborate with other Regulatory Affairs Directors to develop and maintain an inventory of compliance and regulatory requirements across major risk areas, including academics, career services, enrollment management, licensing, student finance, and student services
- Oversee operations in all departments/functions to ensure adherence to federal, state/provincial, organizational, and divisional regulations and policies
- Establish strong working relationships with operating managers to assess the viability of their compliance functions and educate them on the essential components of a robust compliance program
- Produce an annual Regulatory Quality Assurance Risk Assessment, identifying compliance gaps in operating units
- Develop and distribute annual risk analyses for third-party escalated complaints, providing recommendations for training and policy changes
- Coordinate the compilation and synthesis of quarterly Regulatory Compliance and Quality Assurance reviews, including meeting logistics, summary distribution, resource coordination, and action item monitoring
- Recommend changes to business practices to enhance compliance with regulations and business goals
- Work with each institution or division to develop process controls that mitigate non-compliance risk exposure
- Ensure timely and accurate corrections in areas of non-compliance, reviewing proposed process changes to ensure compliance with regulatory requirements
- Direct the Regulatory Quality Assurance team in monitoring and regulatory controls development activities
- Lead the development and delivery of all Regulatory Compliance training
- Utilize internal and external resources to develop and maintain regulatory policies, influencing regulation development and internal compliance
- Develop and maintain relationships with public policy organizations influential in higher education regulation
- Develop and oversee execution of annual plans for Quality Assurance, Regulatory and Policy Engagement, and Regulatory Training
- Provide support in compliance assessment activities for federal, state, and provincial laws and regulations in merger and acquisition activities
- Serve as a designated Campus Security Authority
- Perform other duties as assigned and comply with all policies and standards
