Join Global Fishing Watch, a non-profit organization dedicated to improving ocean governance through transparency, as a Contract and Procurement Compliance Officer. Lead contract development, negotiation, and risk review, advising teams on partnership agreements. Negotiate terms with funders and contractors, prepare contracts, and ensure compliance with regulations. Develop and implement procurement policies, guide planning processes, and monitor contract compliance. Maintain accurate records, identify process improvements, and contribute to the organization's compliance framework. Support policy development, conduct compliance risk assessments, and ensure contractor compliance. Build relationships with external bodies and stay updated on industry requirements. Devise and deliver training on compliance procedures and build staff capacity.
Requirements
- Bachelor’s degree in Business Administration, Public Administration, or related field
- Significant and progressive experience in contract management or compliance, ideally in a global nonprofit or international development context, with a strong track record of managing complex agreements, navigating donor regulations, and supporting cross-functional teams
- Experience setting up or managing procurement and compliance systems in multi-country or complex environments
- Strong knowledge of contract law, procurement ethics, and risk management principles
- Excellent communication and collaboration skills with the ability to convey complex compliance topics clearly to diverse audiences
- High attention to detail, integrity, and problem-solving abilities
Responsibilities
- Lead contract development, negotiation, and risk review
- Advise teams on selecting and structuring partnership agreements that align with donor requirements, operational needs, and internal policies
- Assist in negotiating the terms and conditions of agreements with funders, contractors and sub-awardees
- Prepare final contracts (using approved templates where appropriate), facilitate execution and ensure contracts are executed in accordance with donor, organizational and legal requirements
- Develop and implement procurement policies and procedures in alignment with donor rules (e.g. multilateral, bi-lateral agencies, foundations) and international best practices
- Guide procurement planning processes and ensure transparent, competitive, and ethical sourcing
- Review and monitor contracts and procurement files for compliance with internal and external requirements
- Institute, maintain and regularly update contract database
- Maintain accurate and organized records of contracts, procurement and related documentation
- Identify and implement improvements to contract management and compliance processes
- Contribute to the design and implementation of the organization’s overall compliance framework
- Support policy development, dissemination, and staff awareness efforts as they relate to contracts and partner management
- Lead downstream partners compliance risk assessments and help implement risk mitigation plans
- Ensure contractors and sub-awardees comply with the terms and conditions of the awarding instruments
- Monitor compliance with donor and regulatory requirements and support internal control reviews
- Establish relationships with important external bodies and stay up-to-date on the changes in industry requirements and all relevant regulations
- Issuing UK/US employment contracts in coordination with HR
- Handling US/UK/EOR contract amendments and updates
- Tracking visas / right to work statuses
- Devise and deliver training and guidance on relevant compliance procedures to program and operational teams
- Provide ongoing support to departments to promote consistent application of compliance standards
- Build the capacity of staff and partners on contract compliance and management
Preferred Qualifications
- Experience working in development contexts
- Experience with grants management with US Government, UN Agencies, Foundations, Private Donors, and Foreign Governments
- Knowledge of anti-corruption, anti-terrorism, and sanctions compliance frameworks
- Experience with training/capacity building design and delivery
- Experience working across diverse teams and cultures
- Working knowledge of Spanish or French
