Summary

Join our team as a Functional Manager in a fully remote position, leading strategic initiatives and policy development for a major federal government healthcare program supporting the Veterans Health Administration (VHA). You will oversee a high-performing team, serve as a primary liaison with executive clients and leadership, and act as a subject matter expert in policy and operations. Responsibilities include leading policy development, transforming care delivery models, expanding Veteran access to care, and ensuring program alignment with strategic goals. You will also manage team members, represent VHA during audits, and take on additional tasks as needed. This role requires a Bachelor's degree, significant experience in program management or healthcare operations, and strong communication skills. The position offers a comprehensive benefits package.

Requirements

  • Bachelor’s degree in Business Administration, Public Health, Health Administration, or a related field (Master’s preferred)
  • 8+ years of experience in program management, healthcare operations, or federal policy, with at least 3 years in a leadership role
  • Proven track record in governance, healthcare delivery models, and stakeholder engagement
  • Strong communication and presentation skills with experience interfacing with senior federal and private-sector leadership

Responsibilities

  • Lead federal policy development, care delivery model transformation, and strategies to expand Veteran access to care
  • Serve as the primary liaison between executive clients, program staff, and leadership, ensuring program activities align with strategic goals
  • Act as a subject matter expert (SME) in policy and operations, developing, recertifying, and analyzing federal directives, memoranda, and legislation
  • Oversee governance charters, national policy waiver processes, and compliance attestation procedures
  • Drive visibility and influence of high-priority programs through evidence-based policy analysis and national stakeholder engagement
  • Represent VHA during Office of Inspector General (OIG) and Government Accountability Office (GAO) audits, ensuring compliance and effective communications
  • Recruit, mentor, and manage a team of healthcare operations and strategy professionals
  • Take on additional tasks and responsibilities as needed to support team objectives and ensure the success of the project

Preferred Qualifications

  • Experience with the Department of Veterans Affairs (VA) preferred
  • Familiarity with federal audits and compliance processes (OIG, GAO)
  • PMP or similar project management certification a plus
  • Ability to obtain and maintain a federal security clearance
