Summary

Join BCB Group as their Head of Compliance (Responsable Contrรดle Interne) and lead the compliance program for their new payments/e-money and digital asset trading business in France. Reporting to the Group Head of Compliance, you will provide end-to-end compliance coverage for EMI and DASP businesses, monitor regulatory changes, and champion thought leadership in the payments and crypto regulatory arena. This role involves building strong relationships with regulatory bodies, promoting a culture of compliance, and collaborating with the wider compliance team. You will also provide timely updates to the board and Managing Director of Europe. The position requires extensive experience in compliance and financial regulation, fluency in English and French, and deep expertise in crypto and French payment regulations. Based in Paris or living in France with a hybrid work arrangement.

Requirements

  • A professional with a proven background, built over at least 10 years, in managing compliance & financial regulation with the relevant qualifications to support this experience
  • Must be fluent in both written and verbal English and French
  • Extensive knowledge of the regulations applicable to the banking sector: Payment services Directive (PSD2) and electronic money Directive(DME2), Markets in Crypto Assets (MiCA), monetary and financial code, AML-CFT directives, GDPR, etc
  • Expert in compliance with profound knowledge of the full dimensions of the field, but deep expertise in the relevant area of specialisation (Both crypto and French payment regulation)
  • Able to work autonomously and take the initiative to drive results independently
  • Passion to work in a start-up/fintech environment within a fast paced environment
  • Great team player with a can do attitude that works collaboratively across different levels and teams within the organisation, able to quickly foster close working relationships with colleagues, with impressive stakeholder relationship skills
  • Confident, outgoing and at ease talking through our Compliance framework to varying stakeholders, including the Board, investors, potential & existing clients and banking partners
  • Excellent analytical and written skills and proven ability to work in a concise and methodical manner
  • Must be based in Paris or living in France and available to be in Paris a few days a week (the rest of the time the working is remote)
  • High level of attention to detail

Responsibilities

  • Provide end-to-end compliance coverage for EMI and DASP businesses, including advising on conduct risk, GDPR, operational risk management, Safeguarding and advising on AML/CTF and regulatory reporting as required
  • Monitor changes in relevant legislation and the regulatory environment and take appropriate action to ensure the firm remains compliant and ensure the Board is fully briefed of any impact on BCBโ€™s risk management environment
  • Use your informed voice to champion thought leadership on the payments and crypto regulatory arena not just within BCB but externally
  • Build and maintain trusted and effective working relationships with the relevant regulatory bodies and stakeholders
  • Promote cultural, behavioural and organisational changes necessary as a senior leader within the business to foster continuous improvement
  • Work with the wider compliance team to ensure all policies are complete and aligned not just with regulatory obligations but BCB standards
  • Collaborate with the French team to ensure all entity specific risks are captured and that all areas and processes are fit and ready for audit and assurance reviews
  • Undertake periodic reporting to relevant governance forums regarding the effectiveness of the monitoring and assurance framework, its application and any improvement required, to allow reliance to be placed upon it
  • Work in collaboration with functions across the Group and ensure alignment with Global counterparts
  • Ensure the regulatory map for the firm is kept up to date and accurate by monitoring regulatory changes and the impacts on the business. Ensuring that the firm is up to date always with regulatory standards
  • Review, maintain and build on existing compliance controls to ensure BCB is operating and striving to be best in class!
