Program Officer, Government Investments

Join LISC as a Program Officer to provide technical assistance to HUD grantees and municipalities through HUD's Community Compass and Distressed Cities Technical Assistance programs.

Requirements

• Bachelor’s degree or higher from accredited college or university or relevant related work experience
• Minimum 3 years of experience in community development sector
• Strong interpersonal skills. Demonstrates thorough understanding of program requirements while also demonstrating an understanding of clients’ challenges and opportunities
• Experience with HUD’s CPD programs
• Experience designing, implementing, and evaluating housing and community development programs with federal, state, local, and private sector entities
• Experience conducting needs assessments, in-person trainings, webinars
• Experience with monitoring and compliance on federal grants
• Experience delivering onsite and remote TA assistance and managing HUD TA teams
• Excellent writing and verbal communication
• Adept at using technology to facilitate meetings and events

Responsibilities

• Support the Director and Senior Program Officers with day-to-day management of HUD technical assistance work plans
• Working knowledge of HUD: Community Planning and Development's programs including but not limited to CDBG; CDBG-DR; CDBG-CV; ESG; HOME; and Rural Capacity Building; Federal Housing Administration; and Public and Indian Housing
• Working knowledge of Federal Cross-Cutting Requirements
• Familiarity with HUD systems such as the TA Portal, IDIS, and DRGR
• A proven record of accomplishment of excellent service delivery to clients
• Support on LISC TA teams to provide programmatic subject matter expertise on key federal programs within politically charged or otherwise challenging environments
• Maintaining abreast of policy, regulatory, and best practices in HUD TA and disaster recovery
• Represent LISC at events, convenings, and conferences
• Maintain strong internal and external relationships, especially with HUD
