Requirements
- Bachelor's degree in Environmental Science, Biology, Land Use Planning, Ecology, Engineering or an Environmental-related field from an accredited college/ university
- Experience and expertise interpreting federal and state environmental laws (e.g., ESA, NEPA, CWA, etc.), guidelines, and policies
- 5+ years professional experience in environmental permitting and/or compliance in the Pacific Northwest and Desert Southwest Regions of the U.S. Experience in WA, NV and/or AZ desired
- Strong task management and organizational skills
- Self-directed and detail oriented, with the ability and desire to work effectively in a team environment
- Able to act and adapt to a fast-paced business environment with competing deadlines
- Ability to manage multiple projects and work collaboratively with cross-functional teams
- Demonstrated responsible leadership experience in management or supervisory positions, including effective employee engagement, strategy implementation, and team building
- Strategic thinking and problem-solving skills, analytical and planning abilities, and good judgement
- The ability to communicate effectively, both verbally and in writing
Responsibilities
- Develop and oversee local, state, and federal environmental survey and permitting processes for utility-scale solar and battery storage projects in the Pacific Northwest and Desert Southwest Regions of the U.S., such as WA, NV and AZ
- Organize and track ongoing tasks, deliverables, project schedules, and budgets across multiple projects and states through the communication, contract award, field survey coordination and results stages
- Assist Development, Origination, Engineering, Grid Integration, and other support teams in understanding the practical implications of permitting, mitigation negotiation, and targeted resource studies for development, acquisition opportunities, project financing activities, and policies for ensuring project permitting compliance
- Lead and engage with local, state, and federal regulatory authorities, including land and wildlife agencies, on a regular basis to assist in the successful execution of project permitting and compliance activities, and to negotiate mitigation requirements
- Manage the work product of external consultants on multiple projects, which may include leading an RFP process and which will include development of standard scopes for quality work product and standard environmental diligence processes, targeted natural resource studies and complex permitting support
- Review technical reports, including Phase I ESAs, wetland and waterway delineations, habitat evaluations, threatened/endangered/sensitive species surveys, as well as plans for management of environmental matters during construction and operations, including SPCC, waste management plans, and construction oversight plans for compliance with natural resource and archaeological and cultural resource protection and mitigation requirements
- Participate in regional and national initiatives, symposia, conferences, and industry groups as needed to achieve CCR objectives
- Establish and build relationships with key stakeholders, including regulators and other external consultants
- Travel as needed to meet with regulators and/or stakeholders and visit project sites
Preferred Qualifications
- Experience in construction and operational compliance support, including, but not limited to: SPCC, CCP, E&SC and SWPPP, a plus
- Experience in renewable energy industry in WA, NV and/or AZ, advanced degree preferred
