- Bachelorโs degree in emergency management, planning, public administration, or related field
- 7+ yearsโ experience leading complex recovery efforts, including FEMA Public Assistance or HUD programs
- Demonstrated success coordinating across multiple sectors (government, nonprofit, private)
- Direct experience managing federally funded disaster recovery programs (FEMA, ARPA, CDBG)
- Strong leadership, communication, and organizational skills
- Proficient in MS Office; familiarity with GIS tools a plus
- Experience in leading in-person community engagement and outreach
- Ability to relocate/commute daily to or reside in St. Louis, MO
- Must have experience and general knowledge of the following
- Financing, especially bond financing
- Construction

- Procurement of contractors and consultants including issuance of RFPs & RFQs
- Contract management
Responsibilities
- Lead implementation of recovery and rebuilding projects for business, housing, and infrastructure restoration
- Serve as the day-to-day liaison between the client, City departments, and state/federal partners
- Support federally-funded programs, including program design, budgeting, and grant management
- Manage project tasks, timelines, and deliverables; monitor compliance with recovery goals and funding requirements
- Direct and support procurement of consultants, contractors, and other technical resources
- Coordinate public meetings, stakeholder engagement, and interagency communication
- Conduct analysis and develop reports, presentations, and recovery recommendations
- Supervise support staff and contractors as needed
- Contribute to federal compliance, including 2 CFR 200, Uniform Guidance, and local ordinance requirements
- Maintain/pursue ongoing knowledge, certifications, and subject matter expertise as appropriate
- Perform other duties as assigned
Preferred Qualifications
- PMP certification or equivalent
- Experience working with urban communities on economic revitalization or infrastructure projects
- Familiarity with Missouri emergency management structures and local plans
- 10+ years of project/program leadership in post-disaster settings
