Summary

Join Capio Group as a Technical Project Management Consultant and provide consulting services to enhance existing oversight processes and procedures. You will review client project plans and contracts, offering recommendations on various project management aspects, including schedule, cost, staffing, risk, communication, document, requirements, quality, metrics, reporting, and change management. Collaborate with client and vendor teams to implement improvements and provide knowledge transfer to equip client staff with necessary project management skills. Responsibilities include preparing a Task Accomplishment Plan (TAP), submitting monthly status reports, assessing project management methodologies, reviewing and analyzing various plans, making recommendations for improvements, and collaborating with stakeholders. The role also involves knowledge transfer, documenting lessons learned, and preparing a final report. This is a full-time remote position offering a competitive salary and benefits.

Requirements

  • Must have a minimum of seven (7) years of broad, extensive and increasingly responsible experience applying PM principles, methods, techniques, and tools
  • At least four (4) years of broad, extensive and increasingly responsible experience applying PM principles, methods, techniques, and tools must have been as a senior PM of one or more large or complex IT projects
  • Must possess a bachelorโ€™s degree. A copy of the degree must be provided upon request
  • Additional qualifying experience may be substituted for the required education on a year-for-year basis
  • Must possess a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI). A copy of the certificate must be provided upon request
  • The PMP certification is required and may not be substituted with additional experience
  • Must have at least seven (7) years of FTE experience, in the last ten (10) years, in providing systems engineering and technical guidance working with the public sector, consistent with IEEE 12207-1996 ISO/IEC 12207, International Standard - Information Technology โ€“ Software Life Cycle Processes, for a large public or private organization
  • A minimum of four (4) years of providing systems engineering and technical guidance working with the public sector, consistent with IEEE 12207-1996 ISO/IEC 12207, International Standard - Information Technology โ€“ Software Life Cycle Processes, for a large public or private organization experience, in the last ten (10) years, must have been in a lead capacity
  • Must have at least five (5) years of FTE experience in risk identification, mitigation and contingency planning associated with large IT system design, development, implementation services, and operations in excess of ten million dollars ($10,000,000)
  • Minimum of five (5) years of FTE experience preparing and delivering written and verbal communications for business and IT executives
  • Must be able to provide an end client/User end references (manager/supervisor level) from previous engagements performed within the last ten (10) years or fifteen (15) years for each applicable project meeting the requirements upon request

Responsibilities

  • Prepare and deliver a comprehensive TAP. The TAP shall include a spending plan that describes the planned monthly expenditures for the life of the agreement. The TAP template will be provided to the Contractor by the client
  • TAP Updates: The TAP must be revised and resubmitted each time there is a change to the cost or spending plan
  • Submit a monthly written status report that includes, but is not limited to: Work accomplished during the previous month
  • Work that will be accomplished in the coming month
  • Work that is currently in progress
  • Identification of any risks and/or issues
  • Recommendations for impact mitigation of the identified risks and issues
  • Knowledge transfer and learning objectives met and/or planned
  • Research and analyze the conditions, identify new requirements, and make recommendations to address identified gaps in the project management knowledge areas, implement changes required to address identified gaps and lead supporting organizational change management activities. All recommendations provided by the Contractor shall be in a format of the clientโ€™s choosing
  • Perform an assessment of existing project management methodologies and approach and provide recommendations for improvements based on best practices and business needs
  • Review and analyze existing project management processes and procedures. Make recommendations to address any gaps or needed improvements
  • Evaluate System Integrator (SI) service delivery against approved plans and contract requirements. Make recommendations for addressing any identified gaps or deficiencies
  • Review and analyze the existing Schedule Management Plan. Make recommendations to address any identified gaps or needed improvements to processes and/or procedures
  • Review all Work Plan activities, planned dates, durations, resources, dependencies, and constraints for compliance with Schedule Management Plan, defined schedule management processes and procedures, and contract requirements. Make recommendations for resolution of deficiencies
  • Review and analyze existing Cost Management Plan. Make recommendations to address any identified gaps or needed improvements to process and/or procedures
  • Assist with validation of the SI cost estimating tool calibration and configuration. Make recommendations for configuration and calibration changes where necessary
  • Review SI Change Requests (CRs) and supporting Basis of Estimates. Evaluate the SI assumptions and estimated values used to determine the Level of Effort. Make recommendations for approval or modification
  • Review estimated costs vs. actual costs from completed CRs. Analyze variances and make recommendations for improving future estimates and tool calibration
  • Review and analyze existing Staffing Management Plan. Make recommendations to address any identified gaps or needed improvements to process and/or procedures
  • Review and analyze Staffing Management metrics to ensure sufficient staff are in place to support clients M&O. Make recommendations for resource scaling when appropriate
  • Review and analyze existing Risk and Issue Management Plan. Make recommendations to address any identified gaps or needed improvements to process and/or procedures
  • Collaborate with the State and SI to identify, analyze, and develop mitigation strategies for identified risks
  • Collaborate with the State and SI to identify, analyze, and develop remediation strategies for identified issues
  • Review and analyze existing Communications Management Plan. Make recommendations to address any identified gaps or needed improvements to process and/or procedures
  • Collaborate with the State and SI to ensure that internal and external communication are timely, appropriate, and effective. Make recommendations for improvements to communications management strategy to meet stakeholder needs
  • Review and analyze existing Document Management Plan. Make recommendations to address any identified gaps or needed improvements to process and/or procedures
  • Review and analyze the Document Repository Governance Plan to ensure application of best practices for access, storage, retrieval, and archiving of documents is being applied. Make recommendations to address any gaps or needed improvements
  • Review and analyze existing Requirements Management Plan. Make recommendations to address any identified gaps or needed improvements to process and/or procedures
  • Review configuration of the requirements management tool. Make recommendations to address any identified gaps or needed improvements
  • Review and analyze existing Quality Management Plan. Make recommendations to address any identified gaps or needed improvements to process and/or procedures
  • Review and analyze process audit reports for compliance with the Process Audits Plan, industry best practices, and contract requirements. Make recommendations for resolution of gaps and/or deficiencies
  • Review and analyze various existing metrics and performance monitoring reports. Make recommendations to address any identified gaps or needed improvements
  • Review and analyze the existing Change Management Plan. Make recommendations to address any identified gaps or needed improvements to process and/or procedures
  • Review and analyze existing Capacity management Plan and Maintenance and Operations Plan. Collaborate with the State to ensure contract compliance from a technical perspective. Make recommendations to address any identified gaps or needed improvements to process and/or procedures
  • Review and analyze proposed Service Level Agreements (SLAs) and make recommendations to the State
  • Review and analyze IEEE standards and Software Engineering Standards (SES) and make recommendations to the State on how to apply these standards using industry best practices
  • Develop a Knowledge Transfer Plan to document how the Contractor will provide knowledge transfer, learning, and subject matter growth opportunities throughout the term of the Agreement. The Plan shall include at a minimum: Planned knowledge transfer activities
  • Frequency of engagement of learning opportunities
  • Planned milestones or targets for state staff learning or growth in subject matter
  • Planned metrics or learning growth indicators (as needed or as applicable); and
  • Approach or process for continual improvement in delivery of knowledge areas
  • Capture, document, track, and report on lessons learned and parking lot items. Document findings and knowledge transfer-related tasks
  • Prepare and deliver a Final Report documenting the SOW results. The Final Report shall include: Services: Summary of all SOW activities
  • Deliverables
  • Milestone accomplishments
  • Lessons learned and recommendations; and
  • Actual Agreement expenditures versus planned expenditures
  • Knowledge Transfer: Summary of knowledge transfer activities and metrics achieved
  • Learning milestones and targets achieved
  • Tracking/data on State staff resources upskilled
  • Knowledge transfer or training approach outcomes; and
  • Recommendations for future growth and knowledge transfer
