Requirements

  • MRICS mandatory
  • A minimum of 15 years of industry experience, including demonstrable exposure to major projects in the Middle East
  • Proven leadership in pre-contract quantity surveying for infrastructure and civil engineering projects, particularly those linked to major projects and international events
  • Demonstrates advanced proficiency in CESSM and expert-level capability in cost planning software such as CostX or similar
  • In-depth knowledge of FIDIC and other standard forms of contract
  • Excellent leadership, communication, and client engagement skills
  • Strong understanding of CAPEX cost planning, procurement processes, commercial acumen and value management principles
  • Proven track record to manage multiple projects and teams in a fast-paced environment

Responsibilities

  • Lead and manage the delivery of pre-contract quantity surveying services across complex infrastructure projects
  • Oversee the preparation of cost plans, BoQs, pre-tender estimates, and procurement documentation in line with CESSM and client requirements
  • Provide strategic commercial advice to clients and internal teams during early project stages
  • Develop and implement procurement strategies, including packaging, tendering, and contract formation
  • Manage and mentor a team of quantity surveyors, ensuring high-quality deliverables and professional development
  • Act as the primary commercial point of contact for clients, consultants, and stakeholders
  • Support business development activities, including proposal writing and client presentations
