Requirements

  • Bachelor's degree with at least 15 years in Business Development, including a minimum of 12 years leading teams in a high-growth environment
  • Demonstrated experience managing successful capture and pipeline efforts across Intel Community and DoD sectors, with a record of delivering results at diverse acquisition scales
  • In-depth knowledge of Federal Acquisition Regulations (FAR) and proven ability to utilize CRM systems to manage pipeline, track opportunities, and build relationships
  • Existing access to key government and industry contacts within the Intel Community, along with a deep understanding of their needs and acquisition strategies

Responsibilities

  • Partner with the CEO to set and achieve ambitious business development goals
  • Align pursuits and capture activities to meet annual financial metrics, driving new revenue streams and expansion into strategic markets
  • Perform comprehensive market and economic analysis to identify gaps, emerging requirements, and competitive threats
  • Continuously monitor and interpret competitor actions to refine HCRC's positioning in the market
  • Manage all phases of the business development lifecycle across multiple pursuits, from initial market research and strategy formulation to capture planning, proposal development, and execution
  • Oversee and mentor a team of Business Development professionals and Capture Managers, ensuring they are aligned with HCRC's strategic objectives
  • Establish workforce and staffing plans to maximize the team's productivity and resource efficiency
  • Identify, evaluate, and pursue high-impact business growth opportunities, including partnerships, acquisitions, licensing, and new market segments
  • Lead weekly pipeline reviews, operational planning, bid agenda development, collaboration sessions, and key proposal milestones, ensuring each activity aligns with our growth objectives
  • Build and strengthen relationships with key government customers, clients, competitors, and partners within the federal sector and Intel Community

Preferred Qualifications

  • Technical degree or advanced degree highly preferred
  • Demonstrated success managing a pipeline valued at $5 billion or more
  • Skilled in shaping acquisitions, building competitive industry teams, assessing win probabilities, and executing comprehensive capture plans
  • Strong leadership capabilities to inspire and align cross-functional teams, influence key stakeholders, and secure buy-in from senior management
