Summary
Join Development InfoStructure LLC. (DEVIS) as a Contract Specialist to manage Personal Service Contracts (PSCs) for a USAID project. You will oversee PSCs, ensuring compliance with USAID regulations and other governing policies. Responsibilities include drafting and negotiating PSC solicitations, managing contracts, addressing compliance issues, serving as a liaison, providing training, maintaining records, generating reports, and developing standard operating procedures. This position requires a Bachelor's degree, 5+ years of relevant experience, and comprehensive knowledge of FAR, AIDAR, ADS, and OMB regulations. The ideal candidate will also possess experience with international development, co-employment models, and ISO standards. The position is contingent upon contract award.
Requirements
- Bachelorβs degree in Business Administration, Public Administration, Procurement, Law, or a related field
- Minimum of 5 years of experience in acquisition and assistance, federal contracting, or related roles, preferably within USAID or other federal agencies
- Comprehensive knowledge of FAR, AIDAR, ADS, and OMB regulations related to PSCs
- Demonstrated ability to manage multiple awards simultaneously
- Strong analytical, negotiation, and problem-solving skills
- Proficiency in Microsoft Office Suite and acquisition management systems such as GLAAS
- Experience recruiting for USAID
- Experience hiring, managing or working with PSCs
- Experience with computer systems, including web-based applications, especially Microsoft Office 365
- Must be able to obtain a Secret Clearance
Responsibilities
- Provide expert guidance on acquisition processes for PSCs
- Draft, negotiate, and execute PSC solicitations, awards, modifications, and close-outs in compliance with applicable regulations
- Manage PSC contracts to ensure their compliance with USAID, U.S. Government, and other applicable regulations, laws and procedures
- Address potential conflicts of interest, ethical concerns, and policy compliance issues proactively
- Serve as a liaison between USAID and stakeholders to address inquiries, provide technical assistance, and resolve contractual issues
- Support training and capacity building for USAID staff and partners on PSC policies and best practices
- Maintain detailed records of contract files in compliance with US Government and USAID standards
- Generate timely and accurate reports on procurement activities, status updates, and compliance reviews
- Develop and update standard operating procedures to improve efficiency and consistency in PSC processes
Preferred Qualifications
- Knowledge of international development practices and principles
- Experience in co-employment models, particularly within USAID
- Familiarity with ISO 9001 and ISO 56002 standards for quality and innovation management
