This remote role, within 2 hours of Woodlawn, MD, requires strong analytical and communication skills. You will develop and implement data governance frameworks, processes, and tools. Requirements
- BS/BA degree and 8+ years of related experience
- Advanced level experience in Informatica
- Advanced level experience in Axon
- Advanced experience conducting analysis and designing, developing, building, testing, deploying, and providing training utilizing data governance tools
- Advanced experience building and implementing business processes, business models, workflows, and rules
- Advanced level of experience developing data governance content to drive overall adoption of data governance and data stewardship
- Must be able to understand XML and work with APIs and workflows
- Experience with SQL for relational databases, such as SQL Server, ORACLE, and DB2
- Intermediate knowledge of .NET development with experience in C#, VB.NET, DOJO, JavaScript, HTML, XML, MS Access, and MS Power Platform
- Advanced communication skills, including but not limited to oral presentations, active listening, attending to nonverbal cues, and responding appropriately
- Experience in programming, database, and systems architecture background
- Expert in program management, enterprise data management, and data stewardship concepts and practices
- Ability to dissect complex problems and examine the interrelationships between data that may appear unrelated; must be thorough when performing work and conscientious about attending to detail
- Able to obtain and maintain a Public Trust Clearance
- Candidate must be US Citizen or green card holder
Responsibilities
- Develop and implement a DGDS framework, processes, procedures, policies, communications, training, and metrics to better manage SSAβs data assets
- Develop DGDS program and DGP tool metrics, KPIs, assessments, data visualizations, and reports (e.g., metrics and dashboards to show progress, impacts to data, data quality metrics, progress towards federal objectives (e.g., FDS and OMB), etc.)
- Develop DGP workflows (e.g., change mgmt., issue tracking, submission and approval workflows, connecting downstream systems, etc.)
- Develop a plan to influence/govern the data lifecycle, starting with data capture/acquisition behaviors to enhance data quality and completeness (creation, acquisition, privacy, integrity, security, quality, and use of data and information (data lifecycle))
- Assist with developing and implementing DGP governance and execution, operating model, role and license management, conceptual models and data architecture, and implementation plan
- Assist with data collection and analytics and aligning DGDS and the Enterprise Data Warehouse (EDW)
- Assist with maintaining and executing the Enterprise Data Strategy
- Assist with the management and execution of CDO governing bodies (e.g., Chief Data Officer Council, Enterprise Data Management Executive Board)
- Assist with branding and communication outreach
- Develop strong relationships with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations
- Commit to providing quality products and services
Preferred Qualifications
- Ability to influence and persuade employees and managers to accept and implement findings and recommendations
- Ability to express information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial)
- Ability to communicate in plain language to business users and stakeholders
- Strong ability to analyze business requirements, solve problems, and model current and future state business processes and data domains/entities
- Knowledge of data-related government regulatory requirements and emerging trends and issues
- Strong technical proficiency and demonstrated ability with data management technologies such as data quality profiling tools, data catalog, and master data management
- Ability to perform basic project management functions such as project plan development and resource/time estimation of tasks
- Demonstrated consulting skills, including communication, culture change, and performance measurement design
- Previous government and/or public trust clearance
