Summary
Join IT Concepts as an experienced Business Analyst to support IT initiatives within the Veterans Health Information Exchange (VHIE) Exchange Partner Management (EPM) team. You will act as an advocate for internal and external stakeholders, troubleshoot system issues, educate non-VA providers, analyze partner statistics, and handle complaints to improve the query-based health information exchange. This fully remote role requires strong health information technical knowledge, business system analysis experience, and excellent communication skills. You will provide project and program management support, develop project schedules, manage risks and issues, and collaborate with various stakeholders. The position requires a Bachelor's degree or five years of relevant experience and a willingness to obtain a Public Trust Clearance.
Requirements
- Bachelorβs degree required or a minimum of five years of experience in health information exchange, understanding of interoperability and electronic health records
- Strong health information technical knowledge and aptitude
- Skilled in troubleshooting and analyzing technical issues, ideally about electronic health information exchange systems
- Demonstrated business system analyst experience that includes interfacing with internal and external customers and client relationship management
- Skilled in Microsoft Suite of Tools (Teams, Excel, Word, PowerPoint, SharePoint)
- Excellent verbal and written communication skills with clients and ability to communicate upward with leadership
- Strong attention to detail and workplace organization
- Must be a self-starter; able to work effectively with limited oversight
- Value teamwork, demonstrate integrity and honesty, are passionate, innovative, and strive for excellence
- Must be willing and able to obtain a Public Trust Clearance
Responsibilities
- Provide project and program management support to the VHIE EPM Program Manager and EPM Workstream Lead
- Develop and maintain detailed project schedules to include all tasks and dependencies
- Identify, track, and manage risks and issues
- Support the development of project status briefings, both recurring and ad hoc, for all levels of the program (staff, councils, and senior leaders) as required
- Assist in Annual Workplan, Objective and Key Results (OKRs), Project Charters, Work Breakdown Structures (WBS), Strategic Plans, and other ad hoc data calls for assigned work teams and initiatives
- Facilitate reviews, capture feedback, and provide inputs to various project developments and adjudications
- Develop relationships and work collaboratively with other VHIE work areas/stakeholders
- Collaborate and participate in meetings with other VHIE section members
- Work with other VHIE sections to recommend and implement improvements to processes related to partner query-based exchange, including relevant user acceptance testing as needed
- Provide regular status reporting to include current state, risks, and issues, and proposed response plans
- Produce partner metrics, presentations, or other analyses as needed
- Ensure deliverables are maintained and delivered with completeness and accuracy, per the deliverable calendar and quality standards
- General client relationship management and client account management activities (e.g., organizing training sessions, facilitating meetings, documenting detailed meeting minutes promptly, and monitoring action items through resolution, SOP development, etc.)
- Manage technical initiatives throughout the project lifecycle, including
- Ability to identify and troubleshoot electronic health record issues
- Provide functional analytic support with the knowledge and expertise to identify, document, and manage functional and technical requirements associated with VHIE products and new initiatives
- Ability to identify and assess areas of potential risk and provide recommendations to change processes and/or offer other solutions for mitigation
- Provide inputs to Functional Design Documents, presentations, and Implementation Guides, as appropriate
- Develop project artifacts and maintain them in SharePoint
- Ensure technical teams provided accurate documentation supporting implemented requirements or solutions (e.g., architecture artifacts, user stories, deployment, and post go live deployment plans)
- Review status and implementation reports produced by development teams for accuracy and completeness
- Engage actively with Oracle Health, Department of Defense (DoD), non-VA providers and/or VHIE Business teams to ensure requirements are captured, communicated, and implemented correctly
- Providing meeting support, including scheduling, facilitating, preparing agendas, capturing meeting minutes, and conducting follow-up on action items
- Gain strong working knowledge of VHIE products, Joint HIE, VHIE Portal, HIE Reporting tool and others as needed,β―to test system changes and document business processes
Preferred Qualifications
- Experience working directly with Department of Veterans Affairs customers/healthcare providers
- Experience with health information exchange technologies or networks, specifically Oracle Cerner, CommonWell Health Alliance, eHealth Exchange, Carequality framework
- Experience working with Extensible Markup Language (XML)
- Skilled in data analytics and health informatics
