Summary

Join Tidal Basin as an Emergency Preparedness Project Manager and guide and direct all assigned client projects. You will provide strategic vision and direction, ensuring development, integration, and compliance of project deliverables. Monitor project budgets and schedules, interface with clients, and manage staff assignments. Contribute to emergency management proposals and travel to client sites. Responsibilities include managing project staff, developing project strategies, maintaining project plans, serving as the primary client contact, and providing reports. You will also resolve policy problems, stay updated on best practices, utilize HSEEP for exercises, participate in meetings, review and update plans, provide technical guidance and training, conduct research, and coordinate meeting logistics.

Requirements

  • Ability to effectively communicate complex technical information orally and in writing
  • Emergency Management Plan writing experience with demonstratable proof
  • Excellent technical writing
  • Facilitation and public speaking
  • Training and exercise experience to include supporting design and development, controlling and evaluating, and after-action report writing
  • Knowledge of adult learning principles and instructional design techniques to design, deliver, and evaluate emergency preparedness and emergency management training
  • Knowledge of supervisory principles and ability to manage the operations, programs, projects, and deliverables of the unit / team with little to no guidance
  • Comprehensive knowledge of and ability to apply the theories, principles, practices and techniques of HSEEP to design and develop training programs and materials, exercises and drills, after action reports, and to coordinate emergency and disaster response plans
  • Ability to coordinate emergency preparedness and disaster planning with local, state and Federal emergency management, public safety and critical infrastructure agencies
  • Ability to perform detailed analyses of data and information and make recommendations
  • Facilitating and supporting meetings, workshops, training, and exercises as requested by the client or Tidal Basin leadership
  • Conducting and supporting webinars and conference calls through online tools and resources
  • Advanced user of Microsoft Office, Adobe Pro, and other technical programs needed to perform work
  • Comprehensive knowledge of NIMS and ICS
  • Ability to work under pressure, within deadlines, maintain emotional self-control and provide leadership and guidance to clients, staff, and executive leadership
  • Must be able to take direction leadership for projects not specified in the job description
  • A Bachelor’s degree in Emergency Management, Public Administration, or related field; in lieu of bachelor’s degree 5 years of emergency management experience
  • 3 years of progressively responsible experience in emergency management at a local or state government agency, special districts, federal agencies, hospital / healthcare / public health, utility, private non-profit, university or college, airports, airlines, transit operators, oil, ports, rail, or similar organization where job duties specifically related to emergency management and preparedness
  • Minimum 3 years’ experience as a project manager
  • Experience in project management at the supervisor / management level for a large organization, company and / or agency
  • Experience using CPG 101 and 201 in plan development
  • ICS 100 – 400 certificates
  • HSEEP certified
  • Comprehensive knowledge of NIMS and ICS

Responsibilities

  • Managing project specific staff and the overall operation and direction of the project
  • Develops strategies for achieving project goals and objectives
  • Develops and maintains Project Management Plan including budget, scope and schedule
  • Serves as Primary Point of Contact between client stakeholders and project team
  • Provides written and oral reports to contract management and client representatives
  • Resolving policy problems related to project management and managing client project requirements
  • Keeping abreast of emergency management “best practices”, lessons learned, doctrine, policies, and guidelines
  • Utilizing the Homeland Security Exercise and Evaluation Program (HSEEP) to conduct exercises to test and assess client’s emergency preparedness, response, and recovery capabilities
  • Participating in briefings, conferences, webinars, client meetings, and other meetings as requested by clients or Tidal Basin leadership
  • Reviewing, and updating or developing emergency management plans
  • Providing technical guidance and training to clients using current and accepted emergency management practices, theory and methodologies
  • Conducting research, prepares and presents reports; reviews and analyzes the impact of emergency management legislation on clients
  • Coordinating meeting and event logistics/support (e.g. meeting setup, notes, material development, etc.)
  • Managing projects using standardized project management methodologies
  • Completing all required compliance training on an annual basis
  • Performing other duties as assigned

Preferred Qualifications

  • State Emergency Manager and / or Planner experience a plus
  • CEM or State equivalent
  • Master’s Degree in Emergency Management, Public Policy, Homeland Security, Public Administration, or related field preferred but not required
  • FEMA and/or DRII COOP or BCP certifications preferred but not required
  • MEP certification preferred but not required
  • ICS trainer preferred but not required
  • ICS position specific trainer preferred but not required
  • Previous experience as a consultant preferred but not required
