Requirements

  • Bachelor’s degree in Business Administration, Information Technology, or related field
  • PMP certification required
  • NIH experience is required
  • Minimum of 10 years of experience in government contracting and program management, with a focus on IT programs and projects

Responsibilities

  • Lead the development of comprehensive program plans, including scope, objectives, milestones, and deliverables, in alignment with government contract requirements
  • Oversee the execution of the IT program, ensuring adherence to project schedules, budgets, and performance metrics
  • Coordinate with cross-functional teams, subcontractors, and government stakeholders to ensure seamless integration and collaboration throughout the program lifecycle
  • Monitor program progress, identify risks, and implement mitigation strategies to address potential issues and ensure on-time delivery of project milestones
  • Serve as the primary point of contact for government clients, managing contractual relationships and ensuring compliance with all contractual obligations and regulations
  • Develop and maintain strong working relationships with government contracting officers, subcontractors, and other key stakeholders to facilitate effective communication and collaboration
  • Ensure all program activities are conducted in accordance with applicable federal regulations, including FAR, DFARS, and other procurement guidelines
  • Prepare and submit required reports, deliverables, and documentation to government clients in a timely and accurate manner
  • Develop and manage program budgets, forecasts, and financial plans, ensuring accurate tracking of expenditures and adherence to budgetary constraints
  • Monitor financial performance against established targets and implement cost-saving measures or reallocations as necessary to optimize program resources
  • Conduct regular financial reviews and reporting to senior management and government clients, providing updates on budget status, variances, and financial risks
  • Identify and assess program risks, develop risk mitigation plans, and implement proactive measures to minimize potential impacts on program objectives
  • Implement quality assurance processes and metrics to ensure that program deliverables meet established standards of quality, reliability, and performance
  • Conduct periodic reviews and audits to evaluate program performance, identify areas for improvement, and implement corrective actions as needed
  • Provide strong leadership and guidance to program teams, fostering a culture of collaboration, accountability, and continuous improvement
  • Mentor and develop staff members, providing coaching, training, and career development opportunities to enhance team capabilities and performance
  • Foster a positive work environment that encourages innovation, creativity, and professional growth among team members

Preferred Qualifications

  • Experience utilizing Six Sigma Methodologies to manage process improvement and quality initiatives
  • ITIL Certification
