Summary
Join US Federal Solutions, a leading management consulting firm, as an Acquisition Professional supporting the US Coast Guard. This remote position offers a variety of responsibilities, including assisting with acquisition strategy, process improvement, and strategy development services for C5I acquisitions. You will perform analytics, acquisition management, cost estimating, and process development. The role also involves supporting industry engagement events, maintaining databases, and assisting with contract performance measurement. The successful candidate will make innovative recommendations to improve acquisition processes and strategies, and will create and maintain acquisition strategy project plans. This position requires a PMP or equivalent certification, FAC-C certification, and relevant experience in government contracting and procurement.
Requirements
- Holds a Project Management Professional Certification (PMP or equivalent) and at least 2 years of Project Management experience
- Hold a FAC-C Professional or equivalent certification and at least 24 months, within the last 48 months, in government contacting and procurement
- Must have experience in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organizational management principles
- Training and a certification, or at minimum, experience in strategic planning, measurable process improvement methodology including value process analysis and organizational quality programs such as Six Sigma, Lean Six Sigma, Total Quality Management, or Information Technology Infrastructure Library Foundations
- Acquisition experience in federal acquisition programs as a Contracting Officer’s Technical Representative (COR), Contracting Officer, or equivalent within the last 5 years
Responsibilities
- Assist and support the government with acquisitions strategy, continuous process improvement, and strategy development services supporting C5I acquisitions; and may also include the following

- Provide analysis of vendor spending by category on approximately 350 contract actions per year, including proving optimization analysis
- Provide support for up to 40 Industry engagement events per year. These may include
- 2-3 Industry Days (Virtual, in person, and hybrid)
- 1-2 Reverse Industry Days (virtual or hybrid)
- Up to 20 acquisition specific industry events
- Up to 12 Technical Exchange Meetings
- Maintain a C5ISC Vendor Capabilities Database each week with vendor capability statements. (approximately 3 updates weekly, 120 annually)
- Maintain a C5ISC contract database with approximately 15 updates weekly
- Provide support for planning, analysis and execution for up to 20 Acquisition Continuing Process Improvement (ACPI) initiatives annually
- Assist the government in analysis and evaluation of contract performance measurement on approximately 350 contract actions per year
- Assist the government in providing support to ensure C5ISC procurement packages are actionable (approximately 200 per year)
- Provide support to create and maintain acquisition processes guides, desk guides, flow charts, templates, videos, meeting minutes and related materials (approximately 300 documents and/or videos)
- The Team Lead will be responsible for all Contractor work performed under this order. The Team Lead must have full authority to act for the Contractor on all matters related to the performance of this order and be a single point of contact for the Contracting Officer and the COR
- Make innovative recommendations to update and improve the C5ISC Acquisition Strategy and Acquisition Processes in accordance with DHS, Coast Guard, and C5I acquisition policy, regulations, and directives to achieve a 20-40% reduction in Acquisition Lead Time (ALT) Phase 1 within the period of performance of this order
- Maintain and update the C5ISC Acquisition Strategy and Implementation plan, including updating and monitoring of the C5I Acquisition Strategy Implementation plan and C5I Acquisition Strategy Communication Plan
- Define/update organizational acquisition goals, Key Performance Indicators (KPIs), and metrics
- Recommend and develop innovative acquisition strategies for specific acquisitions, including strategic sourcing and small business recommendations, and develop the documentation supporting implementation of the strategies
- Provide innovative strategies and analysis to ensure achievement of federal socioeconomic goals such as those affecting small businesses, labor surplus areas, and disadvantaged businesses
- Create and maintain all C5ISC Acquisition Strategy Project Plans including for specific continuous process improvement initiatives as well as development of applicable Work Breakdown Structures (WBS) for initiatives and the overarching C5I acquisition strategy. Project plans and associated WBS must be entered and managed in the appropriate Coast Guard provided project management tool
- Provide recommendations regarding industry and technological trends related to acquisition process improvements and C5I technologies in order to enhance the Government’s strategies to achieve greater efficiency and effectiveness in future C5ISC acquisitions
- Provide recommendations to enhance the Government’s acquisition sourcing solutions and achieve C5ISC goals and objectives
- Analyze C5ISC vendor spending by category (i.e., software, hardware SaaS, etc.), Division, budget line and vendor. Analysis should result in optimizing the C5ISC vendor portfolio in order to concentrate efforts on managing the most strategic vendors
- Provide recommendations regarding the Government’s acquisition forecast in order to enhance the Government’s consolidated capacity for contracted services, such as performance, labor, hardware, software, subscription services, etc
- Provide recommendation to help C5ISC develop vendor performance metrics to evaluate and drive desired outcomes, including timely and quality deliverables, fostering innovation, achieving a competitive advantage, and delivering measurable cost savings to the government
- Provide technical and workflow development services as the organization transitions Enterprise Service Management Platform (ESMP) tools, to include but not limited to: content development / administration, information / data integration, automation, and other related SharePoint Online functions and capabilities
