Requirements

  • Excellent knowledge of education in emergencies programming and links to long term programming, including standards, policies, frameworks and relevant networks and stakeholders globally (INEE, GEC, GPE, etc.)
  • Good knowledge of cross sectoral linkages with education and willingness to engage with other sectors (child protection, MHPSS, livelihoods, cash-based assistance etc.)
  • Strong donor engagement, proposal development, planning and budgeting skills with key donors (e.g. ECHO/ECW/CBPFs)
  • Highly developed interpersonal and communication skills including diplomacy and negotiation, coaching, as well as networking skills and practical experience working with clusters and other coordination/technical platforms
  • Strong strategic and analytical thinking skills
  • Strong skills in capacity development and developing and conducting trainings
  • Demonstrated knowledge of global standards such as INEE MS, EiE principles and humanitarian education priorities and practice in conflict/fragile contexts
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Strong written and verbal communication skills and effective in written and verbal communication in English
  • Bachelor’s degree from in education or related field (though Master’s is preferred)
  • A minimum of 8 years of experience in humanitarian response/international development field and 4 years’ management-level experience in humanitarian education in fragile or complex contexts
  • Ability and willingness to travel 20 – 30% of the time for country-level technical support including additional travel for meetings and coordination

Responsibilities

  • Represent PIN in global EiE networks and seek strategic funding and collaboration opportunities
  • Promote standardized EiE approaches in PIN interventions and provide relevant technical support to Country Programmes, focusing on enhancing programme quality and positioning
  • Support the ongoing professional development and knowledge management for PIN education teams
  • Represent PIN in selected global EiE networks and conferences, including presenting evidence and best practice at global events
  • Participate in initiatives related to building PIN’s strategic partnerships
  • Stay up to date with global trends to ensure PIN is aligned with and accountable to relevant standards and best practices and is at the forefront of EiE sector developments
  • Represent PIN in a technical capacity towards global/strategic donors, in coordination with Institutional Fundraising Unit and Institutional Relations Director
  • Provide EiE country programmes (CP) with the technical support required to assess, implement and monitor high quality EiE programmes through the development and use of standardised tools, guidance documents and quality standards required for the improvement of PIN´s work in EiE
  • Ensure EiE programs are aligned with global and in-country humanitarian needs overview (HNO) and humanitarian response plans (HRP), Education Cluster priorities and PIN’s Country Strategies and global level Education Brief
  • Proactively maintain regular communication with EiE CPs to support strategy roll-out and ongoing programmatic needs, including monthly (or more regular) calls, ad hoc support/gap-filling as requested, participation in country level project kick-off meetings, reviews and evaluations
  • Where needed, participates in country-level EiE Cluster/Sector, Working Groups and/or Strategic Advisory Groups (SAG) and engages in sector-wide coordination, standardisation and capacity building efforts to support the positioning of PIN at the country level
  • Support development of sectoral strategies at EiE country programme level and update Global Education Briefs, as needed
  • Through a systematic programme quality review process, reviews the quality of EiE interventions in assigned CPs, helps to identify gaps and supports the development and roll-out of structured action plans for quality improvement
  • Participate in the development of a systematic and strategic approach to partnerships and locally led action for EiE, including engagement of local partners, government and other local stakeholders
  • Search for, design and source funding for innovative solutions or initiatives with potential for piloting and up-scaling
  • Ensure that relevant cross-cutting themes and cross-sectoral cooperation are integrated into EiE programs and tools, with a particular focus on cash for education, environment mainstreaming and ProGESI mainstreaming
  • Together with HR, analyses CP level Professional Development (PD) needs, develops clear PD pathways and plans, and related resources, for assigned CP level education teams and partners
  • Delivery of training and workshops, following a mentoring approach where possible, on key strategic topics for assigned CP teams and partners
  • Support the development, collection and management of PIN’s key EiE resources and standardised tools
  • Coordinate the collection of evidence, including identification and roll-out of a workable global data management tool, that supports PIN’s global and country level positioning, fundraising and advocacy efforts related to EiE
  • Document PIN’s EiE experiences and lessons learned (learning briefs and papers), collects and shares best practices across PIN’s EiE programming and with the sector more widely
  • Support the roll-out of systematic experience and knowledge sharing between CPs (learning circles, sharing events etc)
  • Contribute to ensuring PIN‘s clear strategic direction, priorities and approaches are communicated across PIN and externally
  • Work with the EiE team members and Emergency Response and Recovery Strategy Lead to operationalise the EiE agenda, including mapping of progress/direction and collaboration with other technical advisors
  • Share information on EiE agenda and progress in assigned CPs within KLD, HU, regional and HOP coordination meetings, as needed
  • Maintain KLD products such as the Knowledge and Learning Centre (KLC), Civil Society Now (CSN) and Indikit, ensuring they are aligned with global standards and best practice, and promotes usage of the sector resources

Preferred Qualifications

  • Competency in another language (such as Arabic or French)
  • Previous technical advisory experience
  • Experience in strategy development and implementation and organisational level thought leadership in a technical sector, specifically education in humanitarian settings
  • Experience in technical tools and materials development, monitoring and evaluation, and research in relation to education
  • Strong focus and experience on quality teaching and learning including teacher professional development and measuring learning outcomes
  • Experience working in Eastern Europe, Asia and/or Africa
