Fractional HR & Compliance Manager

Summary
Join ShyftLabs as our Fractional HR & Compliance Manager and ensure ongoing HR, tax, and benefits compliance across the United States. This part-time role involves managing HR infrastructure, compliance obligations, advising on best practices, and ensuring legal operations across various US states. You will manage state registrations and compliance for employment, oversee state-specific filings and tax registrations, and ensure compliance with labor and employment laws. The role also includes supporting the selection and management of a PEO or ASO solution, managing employee benefit plans, leading negotiations with vendors, and providing HR policy guidance. You will serve as a point of contact for HR compliance questions and maintain accurate record-keeping. This fully remote position is open to candidates nationwide, with a preference for those near New York, NY.
Requirements
- 3+ years of experience in HR operations, compliance, or people management roles
- Demonstrated expertise in employment laws and tax requirements, specifically with New York and California
- Experience working with or managing a PEO or ASO
- Strong familiarity with multi-state employment practices and filings
- Excellent organizational and communication skills
- Comfortable working independently and proactively on a fractional/part-time basis
Responsibilities
- Manage and maintain state registrations and compliance for employment in multiple U.S. states, including but not limited to New York, California, etc
- Oversee and coordinate state-specific filings, tax registrations, and renewals, working closely with Rippling's ASO and Payroll teams, as well as our legal team
- Ensure ongoing compliance with labor, wage & hour, and employment laws at the state and federal levels
- Support selection, implementation, and ongoing management of a new PEO or ASO solution
- Help manage and evaluate employee benefit plans (health, dental, vision, etc.)
- Lead negotiations with benefits vendors or brokers to ensure cost efficiency and coverage value
- Monitor and benchmark benefit costs and advise on total rewards strategy
- Provide HR policy guidance and ensure employee handbook and processes reflect current legal standards
- Serve as a point of contact for internal HR compliance questions and support
- Ensure accurate record-keeping and documentation processes for audits or regulatory reviews
Preferred Qualifications
HR certifications (e.g., SHRM-CP, PHR) or payroll/tax credentials are a plus
