Summary

Join Twilio as the next Manager of Government Relations and Public Policy, EMEA and become a strategic component of our success. Working closely with the legal team and business, you will track, assess, and communicate policy evolutions. You will contribute to the development and execution of our engagement strategy, representing Twilio to EU institutions, governments, and authorities in EMEA. This role requires proactive policy monitoring, analysis, and communication with internal stakeholders. You will also develop policy positions and engage with various stakeholders, including governments and EU institutions. The position is remote, based in the UK or Estonia, with approximately 20% travel anticipated.

Requirements

  • At least 8 years of relevant public policy and advocacy experience in technology, digital, telecoms, or other relevant sectors with a Bachelor's Degree, or 6 years with a Master's Degree
  • Relevant sectors include: corporate tech/telecoms companies, public policy/public affairs consultancy, trade associations or government/institutions
  • A keen understanding of EU and UK politics and policy, legislative processes and government relations
  • Demonstrates a collaborative spirit, contributing positively to team dynamics while also possessing the ability to work independently and drive initiatives forward autonomously
  • Critical thinking, good judgment, and ability to balance priorities, resources in order to deliver on concurrent projects
  • Takes ownership of workstreams by maintaining clear task overviews, tracking deadlines, and driving execution in collaboration with the wider team
  • Demonstrates strong organizational skills by coordinating across internal functions and ensuring timely delivery of priorities, while also actively contributing to execution

Responsibilities

  • Proactively monitor and track Policy developments relevant to Twilio at EU and national level in EMEA
  • Analyse and assess policy and regulation for relevance and impact on Twilio, preparing information materials and communicating with internal stakeholders
  • Contribute to the development of policy positions and work with the GRPP team to develop and maintain an effective engagement strategy with stakeholders, including governments and EU institutions, trade associations, regulators, coalitions, and other relevant industry stakeholders
  • Routinely engage and build relationships with a range of internal and external stakeholders

Preferred Qualifications

  • Experience working with the European Commission, Parliament, Council, Member State governments, bodies, and government agencies, adept in political affairs and industry relations
  • Knowledge of the national telecommunications policy, regulatory and compliance landscape, including general authorisation and numbering
  • Familiarity and experience in drafting regulatory filings and legislative consultation submissions
  • Knowledge of German, French, Spanish, Italian, Portuguese or other languages is a plus
  • Strong communication skills and strategic thinking
  • Policy, legal, regulatory, compliance or relevant advanced degree/experience
