Summary

The job description is for a Program Analyst position supporting the Department of Veterans Affairs (VA) in the Electronic Health Record Modernization Integration Office (EHRM-IO). The candidate must reside within the continental US, have a Bachelor's degree in Computer Science, IT, or a related technical field with 5+ years of experience in project management and business analysis. The role involves various responsibilities such as developing project plans, coordinating meetings, providing status reports, managing teams, analyzing business requirements, recommending technical approaches, collaborating with developers, leading testing phases, and creating user guides.

Requirements

• Bachelor's degree in Computer Science, IT, or a related technical field
• 5+ years of experience in project management and business analysis

Responsibilities

• Develop and maintain comprehensive project management plans, including work breakdown structures, performance metrics, and schedules using project tracking tools
• Coordinate and facilitate meetings, prepare agendas, document minutes, and update project management plans accordingly
• Provide monthly status reports to the Project Manager (PM) and Contracting Officer's Representative (COR), detailing project progress, accomplishments, pending issues, and cost tracking
• Manage the workload of a diverse team of developers and technical administrators, ensuring project milestones and deliverables are met
• Respond to and triage customer inquiries related to services and solution requests
• Analyze business requirements and conduct requirements elicitation to determine effort, milestones, and planning
• Research and recommend technical approaches for business process improvements, supporting the customer's mission
• Develop ‘as-is’ and ‘to-be’ business process models for various information systems
• Collaborate with developers and system administrators to create custom solutions for complex business problems
• Lead internal testing, User Acceptance Testing (UAT), and other testing phases, managing issues and defects from identification to resolution
• Coordinate cross-functional teams and external vendors to develop and execute deployment plans
• Create technical user guides, system reference documents, and training materials, and provide end-user training and support
• Develop a transition plan to ensure a smooth handover of work and knowledge to federal employees or other contractors, as needed

Preferred Qualifications

• Experience with government contracting and software development is preferred
• Experience interfacing with senior-level stakeholders, demonstrating strong leadership and customer service skills
• Experience within the VA or other federal organizations is highly desirable
• Experience with Data Migration and Syndication within the VA is a plus
