Program Finance Manager

Join Hala, a social enterprise transforming protection and accountability globally, as a Program Finance Manager for a 10-12 month temporary position covering parental leave. Based in Lisbon (or remote within a 5-hour radius) or the US East Coast, this role ensures smooth operational performance and assists with financial grant and contract management. You will manage grant and contract finances, prepare financial reports, collaborate with various teams, and forecast expenses while ensuring compliance with donor regulations. The position requires at least 5 years of experience managing international government funds and proficiency in Excel and Google Sheets. • Experience creating donor financial reports
• High level of proficiency using Excel and Google sheets

Responsibilities

• Provide hands-on management of the finances of Hala’s grants and contracts, including maintaining accurate and up-to-date budget trackers
• Manage budget spending and types of expenditures
• Manage cash flow projections
• Prepare and submit financial reports and invoices to donors
• Handle donor communications and approvals
• Manage budget realignments (internal and external)
• Regularly coordinate with the Program Operations and Accounting teams
• Collaborate closely with the Program Operations Department to forecast expenses and ensure compliance with each donor’s regulations
• Manage subgrantees including expense tracking, including drafting sub-agreements and amendments
• Collaborate closely with the Accounting and Finance department to collect data for budget tracking and reporting
• Provide guidance on expense allocations
• Review profit and loss statements for each grant
• Work with the Revenue and Finance Team in developing cost proposals for new opportunities
• Assist in preparing for and managing donor audits
• Lead the consolidation of programmatic expenses and forecasts for corporate budgeting and management
• Support shared direct cost and indirect allocation and tracking

Preferred Qualifications

• Experience with programs in Ukraine or Syria
• Ukrainian or Arabic language skills
• Knowledge of accounting systems
