Summary

The job is for a Program Analyst at the Department of Veterans Affairs (VA) Office of Information and Technology (OIT). The candidate should have strategic communications skills, IT knowledge, and experience in Organizational Change Management. They will be responsible for research, analysis, recommendation, policy drafting, issue resolution, and reporting.

Requirements

• Knowledge in how to plan, analyze and evaluate the effectiveness of operating programs
• Ability to use source data to evaluate the effectiveness of programs and business processes
• Ability to use qualitative and quantitative analytical skills to assess the effectiveness of the operations
• Ability to effectively manipulate data to present program status and make recommendations on improving business processes
• Experience in creating new methods of gathering and analyzing source data to evaluate program effectiveness and analyze business processes
• Ability to obtain and maintain a Tier II Moderate Risk Background Investigation
• Legal authorization to work in the U.S

Responsibilities

• Conducting research, analyzing data, identifying trends, and preparing reports
• Determining program requirements and making recommendations
• Analyzing programs, policies, procedures, and systems and making recommendations to optimize these
• Drafting new or revised policies and procedures
• Assisting program managers with the development of budgets and schedules as well as tracking metrics
• Identifying and resolving issues and problems
• Planning, analyzing, and evaluating the effectiveness of operations and programs
• Preparing and presenting reports and recommendations

Preferred Qualifications

• Baseline understanding of IT
• Experience with Organizational Change Management
