Summary

Join Global Dimensions, a HUBZone, service-disabled, veteran-owned small business, as a remote Proposal Manager! You will collaborate with teams to manage proposal efforts for multiple contract pursuits. This role involves developing proposal strategies, assembling resources, assessing RFPs/RFIs/RFQs, and ensuring compliance. You will also manage schedules, draft proposal components, lead Color Team reviews, and handle final submission. Additional responsibilities include preparing materials for follow-up activities, integrating technical and cost volumes, and communicating with senior management. The position requires a Bachelor's degree, 10+ years of experience, strong writing and MS Office skills, and excellent organizational abilities.

Requirements

  • Bachelor’s degree in business, or related field
  • 10+ years’ experience as a Proposal Manager
  • Demonstrated writing ability
  • Strong skills in using MS Office tools to include Word, Excel and PowerPoint
  • Proven organizational skills
  • Demonstrated ability to operate under stress, sometimes with extremely compacted timelines
  • Must be a team player with demonstrated ability to work well with others

Responsibilities

  • Develop and review proposal strategies and develop Proposal Management Plan
  • Assemble proposal resources consisting of internal and external resources by coordinating with capture manager
  • Thoroughly assess Requests for Proposal (RFPs)/Requests for Information (RFIs)/Requests for Quotation (RFQs)
  • Create and manage a compliance and response matrix to ensure RFP compliance
  • Create and manage a proposal schedule to ensure milestone and delivery requirements are met
  • Draft and/or enhance proposal response components, including management approaches, past performance, resumes, and more as needed
  • Manage proposal activities and personnel and lead the effort on Color Team reviews. Conduct milestone reviews; adjust the proposal development schedule accordingly to accommodate corrective actions
  • As applicable, manage storyboard/mockup process and strategy sessions
  • Develop writer packages via pre-established templates for each proposal volume to address requirements and meet customer page limits
  • Assist with content development and ensure consistency across technical, management, and price volumes
  • Format final response package and provide timely submission of all proposal deliverables
  • Prepare and develop materials for follow-up activities, including debriefs, closeout tasks, boilerplate development, and data collection
  • Integrate technical and cost volumes and read and comment on cost narrative
  • Communicate proposal requirements and status to senior management
  • Engage in proposal knowledge management processes. Leverage and re-use current proposal boilerplate information. Maintain re-use libraries and ensure accuracy of current information
  • Maintain a library of Past Performance Summaries along with supporting documentation
  • Document lessons learned, implement process improvements and attain higher success rates
  • Lead the weekly BD Pipeline review meeting
  • Research opportunities to pursue based on the company’s strengths and past performance. Present these for consideration during BD Pipeline review meetings

Preferred Qualifications

  • Master’s degree
  • An understanding of pricing service contracts
