Regulatory Counsel

Summary

Join Payoneer as a Regulatory Counsel in China, based in Guangzhou (preferred) or Shanghai. You will provide legal advice and strategy on significant regulatory matters, working closely with the China Compliance team and regulators like PBOC and SAFE. This role involves researching evolving regulations, liaising with external counsel, supporting various teams, and contributing to Payoneer's regulatory strategy. The ideal candidate is a fully qualified lawyer with at least 10 years of post-admission experience in a reputable law firm or in-house legal department, preferably with financial services or payments industry experience. The position offers a hybrid or remote work frame and the opportunity to work in a global community.

Requirements

• Fully qualified lawyer with excellent academic credentials qualified in China and with at least 10 years of post-admission experience practicing as an attorney at a reputable law firm or relevant in-house legal department
• Ability to evaluate fact situations, identify legal issues, analyze and understand statutes, regulations and recommend appropriate courses of action
• Ability to provide practical legal advice and recommendations to internal stakeholders on matters of significant importance to the company
• Ability to work independently as well as collaboratively within a team environment
• Ability to handle a diverse set of issues and provide a high level of service to internal customers in a friendly and professional manner
• An open communicator with skill in establishing and maintaining effective working relationships at all levels of the organization
• Flexibility for occasional travel

Responsibilities

• Provide legal advice to assist Payoneer in the evaluation and management of significant and complex payments and financial services industry regulatory matters in China
• Support the China Compliance team and Payoneer in building and maintaining good working relationships with Chinese regulators including PBOC and SAFE
• Research, analyze and determine effects of quickly evolving regulations in multiple markets, and keep current on issues and upcoming regulatory changes that may impact Payoneer in China and Payoneer’s strategic goals and objectives
• Liaise and work with outside counsel in the region
• Support business, marketing and other teams with the development of new services, and foster strong relationships across multiple functional areas
• Support the Senior Regulatory Counsel for APAC and Greater China, Global Regulatory Counsel and Chief Legal and Regulatory Officer in formulating Payoneer’s regulatory and public policy strategy

Preferred Qualifications

• Financial services, payments industry and money transmitter experience
• Experience working directly with regulators and regulatory authorities in China
