Requirements

  • Bachelor's degree in Business, Supply Chain Management, Contract Management, Finance or a related field
  • Minimum of 8 years of experience in subcontracts management, specifically within the government contracting sector
  • Deep understanding and demonstrated knowledge of the Federal Acquisition Regulations (FAR)
  • Proven experience working in a high-volume, fast-paced work environment
  • Strong analytical, organizational, and critical thinking skills
  • Excellent relationship development, management, and communication skills
  • Experience working with cross-functional teams and advising senior leadership on subcontracting decisions
  • Proficiency in contract management software and tools
  • Some understanding of indirect rates, wrap rates, and pricing
  • Must be a U.S. Citizen with the ability to obtain and maintain a government suitability clearance

Responsibilities

  • Manage the entire subcontract lifecycle from initial sourcing to contract closeout, ensuring compliance with FAR and agency-specific regulations
  • Serve as a key advisor to the Director of Contracts and other senior leadership on subcontractor performance, risks, and contract decisions
  • Develop, negotiate, and administer subcontracts with government contractors and suppliers
  • Collaborate with cross-functional teams (e.g., legal, finance, operations, and procurement) to align subcontracting strategies with company objectives
  • Analyze subcontractor proposals and agreements, ensuring accurate documentation and adherence to all relevant laws, regulations, and guidelines
  • Conduct risk assessments and implement risk mitigation strategies related to subcontractor performance and compliance
  • Foster and manage strong relationships with subcontractors and ensure effective communication and coordination
  • Ensure timely delivery and performance of subcontractor services in accordance with contractual obligations
  • Regular collaboration with Program Managers on the approval of proposed subcontractor resources (LCAT qualifications), invoice approvals, subcontractor timesheet verification, and resource mapping within the Enterprise Resource Planning (ERP) tool
  • Maintain Subcontracts Chart of Accounts and Subcontractor Database
  • Maintain accurate and organized records of subcontractor agreements, amendments, and performance evaluations
  • Lead regular reviews and audits of subcontractor performance and compliance with government regulations
  • Stay current with changes to government contracting regulations and provide guidance to internal teams
  • Work hand-in-hand with Contract Managers on applicable flowdowns, and support the proposal team in subcontractor adherence to Teaming Agreement (TA) commitments
  • Draft, negotiate, and execute Non-Disclosure Agreements (NDAs), TAs, Subcontract Agreements, and Task Orders with proposed Subcontractors. This will include document redlining and drafting revised language during the negotiation phase

Preferred Qualifications

  • Master's degree in a relevant field
  • NCMA Certification (Certified Professional Contracts Manager - CPCM or Certified Federal Contracts Manager - CFCM)
  • Experience with specific agency regulations in addition to the FAR
  • Experience with CPSR Audits and Subcontract Compliance Policies (Large Business Experience preferred)
