Summary

Join MSRcosmos as a Senior Level - Technical Debt Project Manager in Bismarck, ND (remote option available) for a contract position. This role centers on managing the retirement of twenty-seven applications from the North Dakota Health and Human Services' mainframe system. You will coordinate with IT and business stakeholders, manage vendors and costs, and lead cross-functional teams. Success requires operational expertise, real-time leadership, and a focus on compliance and quality assurance. The ideal candidate has extensive experience in project management, specifically managing technical debt and mainframe technology retirement, ideally within a state government setting.

Requirements

  • Proven experience in project management, specifically in managing technical debt
  • Excellent verbal and written communication skills to effectively collaborate with teams and stakeholders
  • Strong problem-solving abilities to identify, analyze, and resolve technical issues
  • Leadership experience in managing cross-functional teams
  • Risk management skills in identifying and mitigating risks associated with technical debt
  • Previous experience in retirement of Mainframe Technologies as a Project Manager
  • 10 years' experience managing IT projects
  • 5 years' in software development, systems architecture, IT infrastructure and troubleshooting
  • Proficiency in methodologies like Agile, Scrum, and Waterfall
  • Facilitate clear and effective communication with teams and stakeholders, ensuring alignment and understanding of project goals and progress
  • Identify, analyze, and resolve technical issues, providing innovative solutions to mitigate technical debt
  • Lead and manage cross-functional teams, fostering collaboration and driving project success
  • Identify and mitigate risks associated with technical debt, ensuring project stability and continuity

Responsibilities

  • Manage all aspects of the work including management of vendors, costs, and assigned (temporary) staff
  • Work closely with the large IT Project Manager (PM) and Large Project Oversight Project Manager (LPO PM)

Preferred Qualifications

  • State government experience as a PM for the retirement of Mainframe Technologies
  • ScrumMaster
  • GIAC Project Manager or Technical Project Management
