Summary

Join phia, a Northern Virginia-based small business, as a Business Development & Capture Analyst supporting corporate growth in the government contracting (GovCon) space. This 100% remote role, ideally based in the DMV area, focuses on identifying and qualifying new business opportunities in cybersecurity, intelligence, and IT services. You will support the full business development lifecycle, from market research to proposal development, working directly with the VP of Growth. This is a strategic role, not sales or business analysis, emphasizing market research, capture strategy, and GovCon growth. The position offers hands-on experience in capture strategy, teaming, and proposal development, serving as an excellent stepping stone to senior business development roles.

Requirements

  • 3+ years of experience in business development, capture, or growth strategy in the GovCon space
  • Experience working with government contracting databases (SAM.gov, GovWin, FPDS, etc.) to track and qualify opportunities
  • Familiarity with federal procurement processes, contracting vehicles, and capture planning
  • Proven ability to identify, qualify, and track business opportunities
  • Experience working with a CRM or equivalent tracking system
  • Strong organizational skills and the ability to manage multiple priorities
  • Excellent communication skills, both written and verbal
  • Ability to confidently engage with senior leadership, teaming partners, and customers
  • U.S. Citizenship required

Responsibilities

  • Support the full business development lifecycle, from market research to proposal development
  • Monitor government contracting databases (SAM.gov, GovWin, FPDS, etc.) to identify and qualify federal contract opportunities aligned with our business development strategy
  • Conduct competitive analysis and track industry trends to inform strategic pursuits
  • Support capture strategy by coordinating outreach, engaging teaming partners, and gathering competitive intelligence
  • Engage with customers and partners by attending pre-bid meetings, industry days, and networking events
  • Maintain the CRM to track leads and business opportunities
  • Assist with proposal development, including writing, scheduling, coordination, and compliance documentation
  • Prepare responses for data calls, RFIs, market surveys, and teaming requests

Preferred Qualifications

  • Experience supporting cybersecurity, intelligence, or IT-related contracts
  • Understanding of capture planning and proposal coordination within government contracting
  • Some college coursework is preferred, but we value experience, drive, and passion for business development more
