Summary
Join Oscar's Public Affairs team as their Director, Public Policy! Lead the development and coordination of Oscar's public policy strategy, working with business teams and external consultants. You'll oversee internal education and strategic policy support, collaborating with Government Affairs leaders on advocacy. This role reports to the EVP, Public Affairs and offers a blended work culture with remote options. The base pay varies by location and includes benefits like unlimited vacation, equity grants, and annual performance bonuses. You'll be responsible for creating policy positions, advising internal teams, communicating research, and building coalitions to drive the policy agenda. This position requires significant experience in healthcare policy and managing public policy functions.
Requirements
- Bachelor’s Degree or 10+ years experience in fast-paced public policy environments at the federal level, with at least 4+ years experience managing a function critical to business growth
- 7+ years of experience in healthcare policy
- 2+ years of experience providing strategic counsel to senior policy executives and C-Suite members
- 2+ years of experience in the executive branch (eg. OMB or HHS)
Responsibilities
- Create Policy Positions
- Create strategies to address a broad-spectrum of current, in development, and new healthcare and tech policies of importance to Oscar
- Develop collateral (background materials, written testimony, talking points) to assist Oscar’s government affairs team in influencing legislators, regulators, trade associations, and/or professional organizations on matters of public policy
- Advise subject matter expertise to members of Oscar’s government relations team and business teams to ensure their understanding of important issues affecting healthcare and technology
- Communicate research in a compelling, easy-to-understand way to internal and external audiences, including non-policy audiences
- Thought Leadership. Positions Oscar to lead on policy priorities
- Lead public affairs strategy to amplify Oscar messaging
- Engage think tanks on aligned position papers
- Policy Trends. Analyze, prioritize, and organize policy issues and trends to lead strategy development, deployment, and assessment around opportunities and risks
- Coalition Building. Identify and engage coalitions to drive policy agenda
- On a daily basis, collaborates with internal business leaders and government affairs teams to achieve policy goals
- Embrace the unique role of the Public Affairs team and draw on the full resources of our broader team to maximize success
- Using an operational mindset, manages internal and external processes and partners
- Manage internal team of accomplished public policy professionals
- Compliance with all applicable laws and regulations
- Other duties as assigned
Preferred Qualifications
- Master's or legal degree
- Demonstrated knowledge of the healthcare industry, with a focus on commercial payers and/or ACA plans
- Academic experience on healthcare policy or at a healthcare thinktank
- Experience running or participating in a public affairs campaign
