Summary
Join Coforma as an experienced Proposal Manager to lead the development of compelling proposals for government solicitations. You will manage proposal schedules, resources, and progress, working independently to create outlines, compliance matrices, and schedules. Collaborate with cross-functional teams on proposal artifacts, presentations, and data management. Lead proposals across Coformaโs focus areas (Healthcare, Veterans Services, and Public Interest) in commercial and government sectors. Ensure compliant and winning proposals are delivered by coordinating internal and external teams. The ideal candidate possesses a background in digital technology and design services, and experience in US government contracting is required.
Requirements

- Full-time resident of the contiguous United States (must be legally authorized to work in the US now and in the future without sponsorship)
Responsibilities
- Collaboratively lead the proposal process and develop compliant, competitive, and compelling proposals through effective collaboration with internal staff, external partners/teammates, consultants, and supporting vendors
- Perform detailed analysis of RFI/RFQ/RFP requirements
- Develop the proposal schedule, outlines, and compliance matrix
- Lead the proposal throughout the lifecycle from pre-RFP to proposal submission
- Responsible for drafting and editing compliant templates and documents in response to RFIs, RFPs, sources sought, white papers, requests for capabilities statements, etc. (must be able to refine content provided by section authors, if needed)
- Lead non-traditional proposals such as oral presentations and technical challenges
- Issue and track data calls of teammates and supporting partners
- Coordinate with other involved departments to achieve proposal objectives in a timely manner and remain current on all amendments and modifications
- Prepare and lead efficient proposal kickoff meetings, color review meetings, stand-up calls, solutions sessions, etc
- Utilize the proposal library and conduct subject matter expert (SME) interviews to create the initial draft of the proposal, as needed
- Work with SMEs to build out content repositories to create efficiencies in proposal development
- Provide insight, leadership, guidance, and actively collaborate with writers on all proposal content
- Conduct compliance checks, facilitate proposal reviews, and provide related process training and guidance to proposal teams
- Study industry best practices on proposal writing and engage with company mentors to fine-tune the Coforma approach
- Collaborate closely with our MarComms and Virtual Design teams to understand and assure proposal alignment with Coformaโs messaging pillars, voice and tone, style, and style guides
- Document proposal debriefs, conduct proposal lessons learned, and implement actions to improve process efficiency and content improvement
Preferred Qualifications
- Proposal Management Foundation and/or Practitioner certification from the Association of Proposal Management Professionals (APMP) or other proposal-related certification(s)
- Working knowledge of the Federal Acquisition Regulation (FAR) and its application to proposals, specifically compliance
- Strong written and verbal communication skills, as well as proven experience writing, reviewing, and editing proposals and associated content
- Excellent time management and the ability to manage overlapping projects
- Proven leader with demonstrated ability to lead teams in a matrixed environment
- Proven proposal leadership skills on multiple, complex, competitive proposals
- Team player and team builder
- Self-starter; successful multi-tasker; highly organized; drives projects to completion
- Works well with all levels of the organization
- Excellent communication (verbal and written) and interpersonal skills
