Requirements

  • Strong theoretical, technical and practical background and knowledge of protection principles, protection international standards and principles for protection work, gender equality, and social inclusion frameworks and standards
  • Strong understanding of international human rights, humanitarian protection principles and standards
  • Strong knowledge of and experience on IPA, protection monitoring, general protection case management, specialised case management (such as GBV and Child Protection) delivered according to internal guidelines and in line with international standards and principles
  • Strong knowledge of and experience in establishing and operating referral systems, in line with internal guidelines, standards and principles
  • Strong knowledge and understanding of the complexity related to vulnerabilities, including intersecting vulnerabilities
  • Familiarity with donor requirements related to Safe, inclusive and Accountable Programming
  • Advanced degree in Human Rights, International Law, Social Sciences, Gender Studies, International Development, or related field
  • A minimum of 8 years of progressively responsible experience in protection related work (including Referrals), preferably in IPA, protection monitoring, CP, GBV, protection case management, and/or GESI in humanitarian and/or development contexts
  • Strong and proven knowledge (theoretical and applied) of protection (general, child protection, GBV), international standards and framework for protection work
  • Experience in designing and conducting GESI Analyses and in developing GESI Action Plans (including Gender Budgeting)
  • Experience in understanding and analysing protection risks and in the identification and implementation of actionable measures to mitigate them
  • Proven experience in capacity strengthening, including training design and facilitation
  • Experience working in humanitarian contexts and complex crises
  • Professional technical experience matching the above-mentioned duties and responsibilities
  • Written and oral proficiency in English is required
  • Diplomacy, and excellent communication, interpersonal, and negotiation skills
  • Strong organizational skills and ability to manage efficiently multiple priorities, deadlines and tasks
  • Solid time-management skills, resourcefulness and attention to details
  • Excellent analytical skills
  • Ability to work under pressure, flexibility

Responsibilities

  • Provide technical support in ensuring the integration and operationalisation of Protection Mainstreaming and GESI (including Safe Identification and Referrals) in all stages of PCM (assessments, proposals development, implementation, monitoring and evaluation), in line with PIN ProGESI approach and utilising/adapting PIN global ProGESI resources
  • Provide technical support to PIN CPs where protection programming is being implemented (IPA, protection monitoring, Child Protection), ensuring adherence to international standards and principles for protection work, as well as risk mitigation and DNH while achieving the intended protection outcomes
  • Provide technical support to PIN CPs in assessing potential partnerships with specialised Protection actors. This includes evaluating findings from PIN’s capacity assessments to ensure the relevance, capabilities, and quality of services delivered by prospective partner organisations in Protection programming
  • Provide technical support in the development and/or adaptation and operationalisation of relevant ProGESI tools and approaches (including Referrals) ensuring context relevance and the integration of ProGESI in PCM, in line with PIN global ProGESI resources and working closely with in country ProGESI Focal Points
  • Develop and provide trainings on ProGESI (including on Safe identification and Referrals), protection programming (IPA, protection monitoring, Child Protection) to PIN staff and stakeholders, in line with PIN global ProGESI approach and resources. Train project teams on ProGESI sensitive assessments and analyses
  • Provide technical guidance on protection-standalone interventions, protection mainstreaming and GESI to programme teams, partners, and stakeholders in line with PIN’s and international standards, requirements, frameworks and best practices
  • Develop and deliver tailored training and capacity-strengthening sessions on Protection, Protection Mainstreaming, Safe identification and Referrals, Gender Equality, and Social Inclusion
  • Support the design/adaptation and implementation of tools, guidelines, and resources for integrating GESI and protection mainstreaming in project activities
  • Support PIN CP teams in establishing Referral Mechanisms, in line with PIN protocols and standards
  • Revise/develop internal protection tools, guidelines and SoPs and suggest practical recommendations and actions for their improvement
  • Assist in the development of project proposals and frameworks, for both protection-focused and other sectoral interventions. For the latter, ensure the integration of protection and GESI mainstreaming principles, in alignment with PIN’s protection mainstreaming and GESI approach, as well as best practices and standards
  • Support PIN CPs teams in developing and conducting GESI Analyses and GESI Sensitive Assessments, and in using findings to inform project design and monitoring and in ProGESI Action Plans
  • Ensure that monitoring and evaluation mechanisms adequately capture the impact of protection mainstreaming and GESI initiatives
  • Provide evidence-based recommendations to influence programmatic decisions on protection mainstreaming and GESI
  • Assess the strengths and gaps within PIN’s Protection portfolio in different CPs and recommend areas for enhancement, including actionable steps. Identify the issues and circumstances that can facilitate or undermine effective protective initiatives, risk factors and risk mitigation including analysing the quality of available, external protection services
  • Assess the implementation of PIN protection programs, including the effectiveness of referral systems, for organisational learning. Provide actionable recommendations on necessary changes to ensure the achievement of intended outcomes
  • Ensure risk mitigation is embedded in the relevant programmes and that effective measures are in place to successfully respond and prevent harmful effects
  • Collaborate with internal teams, partners, and stakeholders to ensure a cohesive approach to protection programming, protection mainstreaming and GESI, in line with PIN ProGESI standards, approach and requirements
  • Build and maintain strong relationships with donors, partners, and key stakeholders to promote alignment and resource mobilization
  • In coordination with the ProGESI Lead Advisor, supports representation of PIN in selected global protection/gender equality and social inclusion networks and conferences, including presenting evidence and best practice at global events
  • Support CPs in assessing potential partnerships with specialised Protection actors

Preferred Qualifications

  • Previous Technical Advisory experience is an asset
  • Experience working in MENA and/or Africa is desirable
  • Knowledge of French and/or Arabic is an asset
