Summary
Join ISHIR as a Senior Project Manager to lead Agile software and infrastructure projects for Texas's educational system. This remote position requires 8+ years of experience in Agile project management, preferably in education, and expertise in Power BI, Data Lake, and Scrum. You will manage project staff, collaborate with stakeholders, and ensure timely project delivery aligned with legislative and strategic priorities. The role demands initiative, independent judgment, and proficiency in the agency's five Performance Competencies. You will develop and evaluate processes, monitor application quality, communicate with stakeholders, manage problems, and articulate the application and technology roadmap. This is a contract position expected to last from July 16, 2025 to August 31, 2025.
Requirements
- 8 years of experience working with software application teams, using SDLC, PMLC, and Agile Scrum methodology
- 3 Years of experience working with Power BI
- 3 Years of experience working with Data Lake
- Knowledge and appreciation of project management theories and practices applied to complex projects
- A strong customer-service mindset focused on meeting the needs of stakeholders
- Skill at motivating and influencing others where there is not a direct reporting relationship
- Demonstrate critical thinking abilities by asking questions, synthesizing, and analyzing information to make decisions
- Excellent written and verbal communication skills and the ability to connect with a variety of audiences
- A desire to self-reflect, give/receive feedback, and continuously improve
- Willingness and availability to work outside the regular work hours, as needed, to support project needs
- Willingness and ability to adapt to unexpected tasks, as assigned
- Understanding of school finance or state tax laws, such as property tax, homestead exemptions, school bonds
- Scrum Master experience

- PMI Certification
Responsibilities
- Lead Agile software development teams through the SDLC to ensure timely project delivery, meeting legislative and strategic priorities
- Oversee project staff and collaborate with various stakeholders
- Perform advanced project management work
- Demonstrate proficiency in the agencyβs five Performance Competencies, and a belief that all students can achieve at high levels and are able to succeed in college, career, or the military
- Consistently produces high-quality work within expected timelines

- Develop and evaluate processes to ensure consistent adherence, manage scope and schedule changes, and develop project budgets and plans

- Manage problems, resolve issues, identify and mitigate risks, and motivate the team to take ownership and improve efficiency
- Articulate the application and technology roadmap, coordinate project initiation and planning to meet strategic commitments
