Requirements

  • Bachelor’s Degree in a relevant field such as international development, communications, English, public health, or a related discipline
  • At least 5 years of experience writing technical proposals within the international development sector
  • Demonstrated experience writing winning proposals for USAID-funded contracts
  • Experience in writing technical proposals focused on one or more of the following technical areas: MEL, Machine Learning and Artificial Intelligence, Knowledge Management, Organizational Learning, Organizational Development and Strategic Communications
  • Proficiency in developing comprehensive and compliant proposals, including the ability to create clear and compelling content, is a must
  • Knowledge of proposal management processes and best practices is highly desirable
  • Excellent research and analytical skills to thoroughly understand and address the specific requirements and evaluation criteria outlined in government solicitations
  • Effective collaboration and communication skills to work with cross-functional teams, subject matter experts, and stakeholders to gather information and ensure accurate proposal content
  • Knowledge of federal government procurement regulations, formatting requirements, and submission procedures is essential for compliance
  • Exceptional writing and editing skills with an emphasis on clarity, conciseness, and persuasive communication
  • Ability to adapt to changing requirements and priorities in a dynamic proposal development environment

Responsibilities

  • Lead the development of comprehensive and compliant proposals in response to federal government solicitations, requests for proposals (RFPs), request for quotations (RFQs) and other procurement opportunities
  • Thoroughly analyze and understand the specific requirements, evaluation criteria, and regulations outlined in government solicitations
  • Create clear, concise, and compelling proposal content, including executive summaries, technical approaches, and any other required proposal components
  • Proofread and edit proposal text written by other staff members including program managers and subject matter experts
  • Collaborate closely with capture managers, practice area leads, subject matter experts, and other stakeholders to gather relevant information and ensure accurate and complete proposal content
  • Participate in pre-RFP activities like capture solution meetings
  • Ensure that the proposal aligns with all government guidelines, including formatting, page limits, and submission requirements
  • Ensure technical integrity of proposal submissions
