Management and Technical Operations Specialist

Summary

Join Delta Solutions & Strategies as a Management & Technical Operations Specialist supporting our ETMO customer. This remote position, with occasional site visits, involves assisting the government in administering the Competency Framework program, providing technical expertise in seven space power disciplines. You will develop and maintain comprehensive Spacepower Discipline matrices, create competency informational content for DoD stakeholders, and liaise with Field Commands. Additionally, you will assist in the technical development of personnel assessments, including creating selection instruments, evaluating assessments, analyzing results, and designing validation studies. This role requires 10-15 years of experience in operations, engineering, scientific analysis, policy, or planning, along with speechwriting or equivalent experience. A DoD Secret clearance is desired, and a BA/BS is required.

Responsibilities

• Assist the government in the administration of the Competency Framework program, providing technical expertise in each of seven space power disciplines (Orbital Warfare, Space Electromagnetic Warfare, Space Battle Management, Space Access /Mobility /Sustainment, Military Intelligence, Engineering/Acquisition, and Cyber Operations)
• This will include development and maintenance of comprehensive Spacepower Discipline matrices of competencies/proficiency levels cross-walked to developmental opportunities education/training objectives), certifications, assessments, and experience indicators
• Development of competency informational content for DoD stakeholders, Senior Leaders, Guardians, and coaches/mentors
• Continuous liaison with Field Commands and Career Field Managers to update and validate competency information
• Assist the government in technical development of personnel assessments for talent management programs
• This includes creation and delivery of psychometrically sound selection instruments, evaluation of commercial assessments, reporting analysis of assessment results, and design and execution of validation studies
